This target would be increased to 25% with the provision of international funding for the project. climate. With the support of ODA in Vietnam, Luxembourg is now focusing on financing the fight against climate change. A selective sorting among the Luxembourg ODA partner countries in 2013, to identify the potential for nationally appropriate mitigation action (AAANN), ranked Vietnam as the most promising country for support and development. climate action. After several scoping missions and consultations with Vietnamese partners, energy-efficient lighting (ER) was selected to become an AAANN pilot project. In March 2016, the Luxembourg Development Cooperation Agency (LuxDev) was mandated by the Ministry of Foreign and European Affairs (MAEE), on behalf of the Luxembourg Climate and Energy Fund (FLCE) led by the Ministry of Foreign Affairs and International Trade. Sustainable Development and Infrastructure (MDDI), to formulate a mitigation intervention by driving a RE AAANN lighting in Hue. LIFE / 401 will contribute to national and local programs of green growth, climate change and energy efficiency. To do this, the project aims to achieve three results: Result 1 - Capacity Building and Enabling Activities for the AAANN Pilot Project. Result 2 - Acquisition and installation of LEDs in Hue. Result 3 - AAANN development and exploration outside the scope of the pilot AAANN. With the installation of more than 22,000 LEDs in target areas such as the Hue Citadel (eg, the Flag Tower), the banks of Perfume Rive, some urban roads, as well as schools and gardens. For children, the VIE / 401 pilot project is expected to reduce cumulative emissions by approximately 11,700 tCO2 through 2029, with associated energy savings of more than 17 GWh. The main beneficiaries are local public institutions and tourist destinations, management agencies such as Hue Urban Environment and Construction Joint Stock Company (HEPCO), Green Park Company (GPC) and the Monument Conservation Center (MCC), as well as staff school and students, the private sector and, indirectly, residents of Hue city and tourist visitors. The AAANN concept will cover two phases: the current pilot phase VIE / 401 in the city of Hue, followed by a second phase with the aim of extending the intervention to other municipalities / provinces of the country. This extension of the scope in later phases would be necessary to attract public and private funds for the fight against climate change. Given Luxembourgs longstanding support for provincial schools, schools that currently use fluorescent lamps have also been included. In addition to contributing to energy efficiency and GHG reduction, this school component will benefit from LuxDevs experience in design, construction and management, as well as good working relationships with educational authorities. By demonstrating RE lighting to schoolchildren and stimulating virtuous behaviors, this component will complement other customized awareness campaigns and initiatives.
