In response to the fragmented process of local development in Iraq, the United Nations Development Programme (UNDP) has been supporting Governorates in building capacity for effective planning and implementation of local development strategies through the Local Area Development Programme (LADP). Funded by the European Union (EU), the Programme duration is envisaged for 3 years to target 12 Governorates: Anbar, Basra, Diyala, Duhok, Erbil, Kirkuk, Missan, Muthana, Ninewah, Qadisiya, Salah al-Din, and Sulaimaniyah. LADP works with the Governorates’ administration and senior management, the Federal Government of Iraq, and the Kurdistan Regional Government, to ensure full commitment to principles featured through the promotion of participatory processes, addressing local challenges, the establishment of local performance measurement systems based on transparency and accountability, mainstreaming gender equality, protecting the most vulnerable and the disabled, and ensuring environmental sustainability. Signing the LADP Charter, Governorates have fully endorsed these values. UNDP’s engagement has been endorsed by the National Advisory Committee (NAC) chaired by the Federal Minister of Planning, Kurdistan Region of Iraq (KR-I) Minister of Planning, Head of the European Union Delegation to Iraq, and UNDP Country Director, or their delegates. The NAC also includes representatives of the Prime Minister‘s Advisory Committee (PMAC), Federal and KR-I Ministries of Municipalities and Finance, and 12 Governors. To guide the strategic planning process, LADP also works with the Provincial Steering Committees (PSCs) established at each Governorate level. The aim is to achieve a clear future vision building on the vision and objectives of each governorate, and to ensure inclusivity of all stakeholders in local development dynamics, including the vulnerable and marginalized groups. PSCs are composed of the Governor/his representative, civil society, academia, business sector, and a representative for women issues. LADP focuses on capacity building of Iraq’s local and national public administrations, through: • Improved capacity for planning and implementation at the governorate level for higher budget execution, service delivery, and better sector wide planning. • Improved communications and coordination between the central and governorate levels, and increased participation of communities in local development. |
