Procurement News Notice

PNN 99375
Work Detail In a strategic move to cut electricity costs and enhance bilateral energy security, Thailand’s Deputy Prime Minister and Minister of Energy, Pirapan Salirathavibhaga, visited the Lao People’s Democratic Republic for high-level discussions with his counterpart, Minister of Energy and Mines Phosai Sayasone. The meeting focused on establishing direct state-to-state investment channels that bypass private sector intermediaries. This model, officials believe, will reduce costs for clean energy imports and streamline procurement processes between the two neighboring countries. Key among the discussions was the proposed role of the Generating Authority of Thailand International Company Limited (EGAT), which would concentrate its investments exclusively within Laos. Since Thailand already imports electricity from Laos, this direct involvement through a state-owned enterprise is expected to enable Thailand to essentially purchase energy from its own entity—leading to significant cost savings and a more resilient energy infrastructure. Pirapan is also scheduled to meet Lao Deputy Prime Minister Saleumxay Kommasith later this week, with the aim of reinforcing bilateral cooperation and advancing clean energy agreements that benefit both nations. Meanwhile, Minister Pirapan addressed reports linking his visit to an alleged summons from Thailand’s National Anti-Corruption Commission (NACC). He clarified that an internal investigation revealed procedural errors in the issuance of the notice. NACC officials have since admitted the mistake, confirming that no formal summons has been issued. The visit signals a renewed commitment to regional energy collaboration and reflects Thailand’s strategic push toward sustainable energy development through public-sector leadership.
