The Government of the Province of Buenos Aires has launched a tender to carry out key works on the water system in the western Greater Buenos Aires area: the partial reconstruction of the Roggero Dam, located in the Moreno district, and the restoration of 11 culverts along the Camino del Buen Ayre. The central objective is to improve the evacuation and regulation of excess water in the Reconquista River basin, one of the most vulnerable to flooding in the metropolitan area. With an official budget of $9,308,043,431 and an estimated construction period of 548 calendar days (approximately a year and a half), the project will directly benefit the municipalities of Moreno, Ituzaingó, Merlo, Hurlingham, Tres de Febrero, and San Martín. These areas have historically experienced recurring problems with heavy rains and river flooding, affecting thousands of residents. Regarding the work on the Roggero Dam, the planned renovation of the bottom discharge outlets, the dam crest, and the dissipation basin, all of which are essential for flow control, are planned. In addition, control and monitoring centers will be installed, the riverside paths will be improved, and the lighting system will be upgraded with metal columns using LED technology and underground lighting. Furthermore, the 11 culverts on the Camino del Buen Ayre—located between the Belgrano Norte and Urquiza Cargas railway lines—will be completely refurbished. Many of them have suffered vandalism and looting, seriously compromising their functionality, increasing the risk of flooding on stormy days. The restoration will include both structural elements and essential hydraulic components. These projects are part of a comprehensive approach to water risk mitigation in the Reconquista basin, one of the most densely populated in the country and with high levels of informal urbanization. Their impact will not only be measured in terms of infrastructure, but also in improving the quality of life and safety of thousands of residents who live with the threat of flooding and pollution.
