China Maritime Safety Administration issues report on deadly collision with wind turbine in Yellow Sea A fishing vessel that sank in a deadly collision with a wind turbine in the Yellow Sea near China had failed to keep a proper lookout, according to an incident report. Ten crew members of the ZD Yuyun vessel went overboard in the incident near the Qidong H1 offshore wind farm on 24 August last year. Eight crew members were rescued, while one was confirmed dead and one was never recovered. The report from the China Maritime Safety Administration said that the collision happened at around 12.25am local time. The report said the vessel had struck the southeast side of the Qidong H1-40 wind turbine while returning from fishing operations. The collision caused severe flooding and eventual sinking of the vessel, while the turbine was left with minor damage. The report said the primary cause of the accident was the vessel’s “failure to maintain proper lookout and negligent navigation practices”. It said high-intensity work lights impeded visibility, and radar was not utilised properly. The report said the secondary cause was “inadequate public notification of the wind farm’s precise layout by the operating company (Jiangsu HWFL Power Co.), leading to navigational oversight”. |
