Work Detail The Central Electricity Regulatory Commission (CERC) recently addressed a petition filed by Rajasthan IV 4B Power Transmission Limited regarding the adoption of transmission charges for a transmission system project. The petition was made under Section 63 of the Electricity Act, 2003. The project in question is the “Transmission system for evacuation of power from Rajasthan REZ Ph-IV (Part-4: 3.5 GW): Part B.” Rajasthan IV 4B Power Transmission Limited, a wholly-owned subsidiary of Dineshchandra R. Agrawal Infracon Private Limited, sought approval for the transmission charges determined through a competitive bidding process. These charges are related to the Inter-State Transmission System. The CERC reviewed the petition and the documents submitted by the Bid Process Coordinator (BPC), REC Power Development & Consultancy Limited, which provided the necessary documents about the competitive bidding process. The Commission also referred to the Ministry of Power’s guidelines under Section 63 of the Electricity Act, 2003, which set the procedure for tariff-based competitive bidding for transmission services. The bidding process consisted of multiple stages, including the preparation of bid documents, publication of the Request for Proposal (RfP), submission of technical and price bids, and an e-reverse auction. The Bid Evaluation Committee (BEC) oversaw the evaluation of the bids. After reviewing the process, the Commission found that the bidding followed the prescribed guidelines and was carried out transparently. The selected bidder, Dineshchandra R. Agrawal Infracon Private Limited, was awarded the project with the lowest transmission charges, which were lower than the initially estimated charges. The Commission approved the transmission charges of ?5,556.25 million, subject to the transmission license being granted to the petitioner company. The sharing of these charges will be managed according to the Central Electricity Regulatory Commission’s regulations for the sharing of inter-state transmission charges and losses, which were introduced in 2020.
