A delegation from the National Assembly conducted an evaluation of the implementation of the Law on Energy Efficiency and Conservation in Ho Chi Minh City and Long An Province. The survey aimed to assess energy-saving initiatives across industries and gather feedback for potential legislative amendments. Led by Nguyen Phuong Tuan, Vice Chairman of the Committee on Science, Technology, and Environment, the delegation included representatives from the Ministry of Industry and Trade, Vietnam Electricity (EVN), Southern Power Corporation, and Ho Chi Minh City Power Corporation. The team visited key enterprises to review their energy efficiency measures and discuss challenges faced by businesses in adopting sustainable practices. Saigon Food Reports 12% Energy Reduction During a visit to Saigon Food Joint Stock Company (SGFs) in Ho Chi Minh City, the delegation reviewed the company’s progress in energy conservation. SGFs reported a 12% reduction in energy consumption, with current usage at 734.3 kWh per ton of product, down from 834.9 kWh/ton in previous years. The company outlined several key energy-saving initiatives: May 2021: Installation of a 1.5 MWp rooftop solar power system, reducing electricity costs by 20% and cutting 1,187 tons of CO2 emissions. September 2023: Transition from DO fuel to compressed natural gas (CNG) in boilers, leading to an 8% reduction in operating costs and lower greenhouse gas emissions. 2024: Implementation of an ISO 50001-2019 energy management system. Additionally, SGFs introduced technical upgrades such as improved refrigeration systems, waste heat recovery, and enhanced freezing efficiency to optimize energy consumption. Looking ahead, the company plans to invest 4 billion VND in upgrading its refrigeration system, aiming to save 135,529 kWh of electricity and cut 8.24 tons of CO2 emissions annually. Thanh Chau Investment Focuses on Sustainability In the afternoon, the delegation visited Thanh Chau Investment Joint Stock Company, a textile enterprise in Long An Province, recognized for its commitment to sustainable development. Since 2022, the company has fully transitioned to biomass energy and reduced water consumption by 30% through equipment optimization and water reuse. Thanh Chau reported significant improvements in energy efficiency, reducing energy consumption from 0.814 kWh per product in 2021 to 0.627 kWh per product in 2024, a 19% decrease. Future sustainability goals include: 52% wastewater recycling rate by 2025. 15% transition to clean/renewable energy sources in production. 42% reduction in CO2 emissions by 2030. 100% use of green chemicals by 2029. 30% recycling and reuse of solid waste by 2030. The company aims to implement solar energy projects, explore Direct Power Purchase Agreements (DPPA) for renewable energy, and develop carbon credit initiatives. Challenges in Energy-Saving Investments During discussions, Thanh Chau representatives highlighted the financial challenges associated with investing in energy-efficient technologies. High costs of energy-saving equipment and limited access to financing mechanisms were cited as key obstacles. The delegation acknowledged these concerns and committed to considering them in future amendments to the Law on Energy Efficiency and Conservation. |
