President Biden invoked the law to increase domestic solar manufacturing and support the development of energy efficiency. President Donald Trump issued an executive order reversing a series of actions taken by the Biden Administration. The order includes removing solar modules, solar module components, insulators, electrolyzers, fuel cells, and electric heat pumps from Section 303 of the Defense Production Act (DPA). In 2022, President Biden invoked the DPA to support the production and deployment of the aforementioned technologies. The invocation of the law included a $500 million appropriation, introduced under the Inflation Reduction Act (IRA) , to fund American manufacturing of clean energy, including solar panels and heat pumps. President Trumps executive order stated that rescinding the DPA status of solar and other energy efficiency and electrification technologies, among other actions, is necessary to advance United States policy to restore common sense to the federal government and unleash the potential of American citizens. The DPA allowed the Department of Energy (DOE) and other federal agencies to invest in clean energy manufacturing facilities and projects. “With the new DPA authority, DOE can help strengthen domestic solar manufacturing, heat pump, and electric grid industries, while strengthening U.S. economic security and creating good-paying jobs, while lowering utility costs,” said Jennifer M. Granholm, U.S. Secretary of Energy under Biden, when the DPA was invoked. The funding provided by the DPA included requirements for labor standards, local labor recruitment, community benefit agreements, and investment promotion in low-income communities. |
