Work Detail Motorists will have to continue detours around Plainview Road between Lake Five Road and Highway 164 for several more weeks, perhaps a month.

Town officials had hoped the project, which includes constructing a new bridge over the Bark River as well as rebuilding the road from Highway 164 west to the river, would have been completed by the time school started.

However, unanticipated delays in constructing the bridge means it could be another few weeks, perhaps a month, before the road is open.

Westbound motorists will continue using the detour that begins at Hickory Road and Highway 164 and proceeds west to Lake Five Road and south to either Plainview Road or Silver Spring Road or north to Highway Q (County Line Road).

Eastbound motorists will continue to use the detour that begins at Lake Five and Hickory roads and proceeds east on Hickory Road to Highway 164, then south to Plainview Road or north to Highway Q.

“I noticed over the Labor Day weekend that the bridge was finished. But they still have work to do on the rest of the road,” said Town Chairman Joe Osterman.

Portions of Plainview Road from Highway 164 to the bridge still must be rebuilt and reshaped as part of the project, according to town officials.

Osterman said contractors and engineers have told him “they expect to be finished by the end of the month and maybe sooner.”

The project includes replacing two culverts in the Bark River with an open span bridge.

As bridge construction began, contractors and engineers discovered the soil around the culverts was less stable than anticipated, according to Osterman and Town Administrator Matt Janecke.

“When they started installing the initial pilings, they were going into the ground deeper than they had anticipated. They knew they were going to have install additional pilings,” Osterman said.

But before the contractors could install the additional pilings, more soil tests had to be completed, which took more time, according to Janecke.

Osterman said he is confident the $1.8 million project will be completed “well within the budget.”

Most highway projects include about a 10 to 15 percent contingency in the estimated cost.

Janecke said initial estimates are the additional work will about $110,000.

About $1.3 million of the project is being paid for with town highway funds. The remaining approximately $500,000 is being paid through a combination of county bridge repair funds and town stormwater waste control funds, according to Janecke.

The project is included in more than $9 million in town road improvements scheduled for 2016 and 2017.

There are about 18 miles of road repairs scheduled, including resurfacing streets in about a half-dozen subdivisions as well as resurfacing and some reconstruction of Hickory Road, Good Hope Road, Duplainville Road and Colgate Road.

The town has jurisdiction over nearly 100 miles of road.

About $8 million of the project funds were approved by more than 100 town residents at an April 19 town meeting.
