Work Detail The Ministry of Railways has released a Request for Qualification (RFQ) and Request for Proposal (RFP) for the implementation of solar photovoltaic (PV) projects, inviting credible agencies to bid for the development of solar power systems. The tender was issued on May 3, 2024. The bidding process is structured as a single-stage, two-packet centralized procedure. Bidders are required to submit technical and financial qualifications through the RFQ, along with a price bid through the RFP. The process will be carried out on an e-bidding portal without any subsidy or Viability Gap Funding (VGF) support from the Ministry of New and Renewable Energy (MNRE) or the Railways. The selected bidders will be responsible for implementing rooftop solar PV systems in Bihar, with a focus on generating and supplying power through a Power Purchase Agreement (PPA) with Indian Railways for 25 years. The scope of work includes engineering, design, procurement, installation, testing, commissioning, and operation and maintenance of the solar PV systems. The technical capacity required for bidders includes experience in installing at least 200 KW of grid-connected solar rooftop systems or 1000 KW of any grid-connected systems. Financial qualifications require an average turnover of Rs. 150 lakh per year over the last three years, with positive net worth during this period. Key dates include a pre-bid conference on May 11, 2024, and the opening of techno-commercial bids on May 30, 2024. The successful bidders will be required to provide a performance security of Rs. 16.02 lakh per MW and a bid security of Rs. 10.68 lakh per MW.
