Work Detail The 2023-2030 Green Hydrogen Action Plan will define the roadmap for the deployment of this industry, which will reconcile economic development with respect for the environment, territory and communities. The president of Chile, Daniel Boric, presented this Thursday the Green Hydrogen Action Plan, prepared by the Strategic Committee, among whose participants were former President Michelle Bachelet, the Minister of Energy Diego Pardow and Juan Carlos Jobet, Minister of Energy in the previous Government. The text contemplates 81 measures , distributed in 18 lines of work, which will be implemented in two stages. The first, between 2023 and 2026, will explore establishing the conditions that allow the development of the industry, for which it will define environmental and social standards. From 2026 to 2030, the second stage will be implemented. This considers having the instruments of territorial planning, regulations, local development, citizen participation and preparation of human capital to carry out the development of green hydrogen. The 81 actions contained in the plan are aimed at responding to different lines of work, such as governance and multi-actor participation, information dissemination and citizen education, economic and financial mechanisms to promote the industry, environmental management, regulatory authorization, permit system , territorial compatibility of projects, infrastructure development, electrical transmission of energy costs, uses to decarbonize the economy, demonstration projects, promotion of research development innovation, and opening to international markets, among others. Among the most important milestones of the project are the installation of electrolyzer equipment in technical-professional high schools for practical teaching of the electrolysis process and other components of the green hydrogen value chain, starting in the Magallanes Region, and then in the regions of Antofagasta and Biobío. The formal opening of the H2V Facility Window with Green Credit, which will support the financing of hydrogen projects. Tax land will also be allocated for the green hydrogen and derivatives industry. The first process of assigning public lands “Window to the Future” will carry out projects mainly in the Antofagasta Region; and a second allocation process provides for the awarding of a tender for reinforcement of the Mardones Dock, in the Magallanes Region, to increase its logistical capacities for disembarkation. The R&D law will also be strengthened, thus tripling its upper tax credit threshold, and the environmental evaluation processes of projects will be facilitated. Likewise, Corfo promotion instruments will be promoted with a focus on green hydrogen. Another action plans to boost domestic demand for hydrogen in key sectors through an emissions trading system. The government highlights the intense participation process in drafting the project. 22 in-person and online citizen hearings and workshops were held throughout the countrys regions in which more than 1,000 industry representatives and civil society organizations participated. The document received around 1,900 comments and observations during the public consultation process.
