The Ministry of Railways, Government of India, has issued a Request for Qualification (RFQ) for a significant solar energy project at the Central Railway Carriage Workshop in Matunga, Mumbai. The project, set to be developed under the Public-Private Partnership (PPP) model, involves the installation of a 1 MWp rooftop solar power plant aimed at boosting sustainability and reducing reliance on fossil fuels.
Titled “Harnessing of Solar Energy on Rooftop of Buildings by Provisioning of 1 MWp Solar Rooftop Power Plant,” the initiative seeks to generate and supply energy directly to railway installations through a net metering system. This development is part of a broader effort by the Railways to make their operations more environmentally friendly and cost-effective.
Interested parties are invited to participate in the open competitive bidding process, which will select a bidder to design, build, finance, operate, and maintain the rooftop solar project. The selected bidder will also be responsible for transferring the project back to the railways after a set period.
The estimated project cost is pegged at INR 4.5 crore, with final costs to be determined during the bidding process. The successful bidder will be expected to lock in a fixed tariff for a 25-year period without any escalation, providing financial predictability and stability.
Tender submissions close at 11:00 AM on 07-06-2024, with bids opening at 11:30 AM the same day.
The Letter of Award (LOA) will be issued approximately 45 days following the bid due date. Additionally, the signing of the Power Purchase Agreement (PPA) is scheduled to occur within 30 days of the LOA award.
