Work Detail The International Solar Alliance (ISA) and the Ugandan government have reached a pivotal agreement to formalize a comprehensive Country Partnership Framework (CPF), slated to be finalized in May 2024 during Uganda’s forthcoming high-level visit to India. This significant accord was reached following ISA’s productive mission to Uganda, which has opened up new avenues for solar energy advancement in the region. Led by Dr. Barakat Ahmed, ISA’s African Regional Programs Head, the delegation engaged in dynamic dialogues and strategic sessions to expedite solar initiatives and bolster ties with Uganda’s energy sector. Key discussions were held during the mission, including consultations with senior officials from Uganda’s Ministry of Energy and Mineral Development, notably Hon. Sidronius Opolot Okasai, the State Minister, Ms. Irene Bateebe, the Permanent Secretary, and Dr. Brian E. Isabirye, ISA’s National Focal Point and Commissioner of Renewable Energy. Furthermore, Uganda is in the process of facilitating a voluntary contribution for ISA initiatives, a step aimed at reinforcing ISA’s endeavors and promoting collaboration among nations towards achieving solar energy objectives globally. Notable outcomes of the mission include the acceleration of the solar mini-grid project, efforts to tackle Uganda’s energy access challenges, and advancements in the solar water pumping project under the India, Brazil, and South Africa (IBSA) Fund. New avenues for collaboration were explored, such as establishing a Solar Technology and Application Resource Centre (STAR-C) and extending regulatory support across various sectors including solar home systems and e-mobility. Discussions also touched upon support for Uganda in green hydrogen and the benefits of ISA’s financing mechanisms. Dr. Brian E. Isabirye emphasized Uganda’s commitment to enhancing collaboration with ISA, particularly through tailored training sessions addressing Uganda’s specific solar sector needs. The agreement on the CPF solidifies the steadfast partnership between ISA and Uganda, outlining the areas of engagement. Dr. Barakat Ahmed underscored the mission’s focus on accelerating ongoing collaborations and exploring new avenues for solar energy development, culminating in the agreement on the CPF, symbolizing a significant stride towards mutual benefit and solar empowerment. The conclusion of ISA’s mission to Uganda signifies a momentous milestone in the journey towards solar empowerment, as ISA and Uganda embark on a shared mission to harness solar energy, illuminating hope and driving progress across the region.
