Gujarat Urja Vikas Nigam Ltd (GUVNL) has announced the launch of the third phase of its initiative to enhance energy storage solutions in Gujarat, focusing on the deployment of Battery Energy Storage Systems (BESS). This move aims to procure a total of 250 MW/500 MWh capacity for “on-demand” energy storage solutions through a tariff-based global competitive bidding process.
The project, encompassing the setup of 500 MWh BESS (equivalent to 250 MW for 2 hours), invites developers to participate under the Build-Own-Operate (BOO) model. Interested parties are required to pay a document fee of INR 29,500 and a processing fee of INR 15 Lakh plus 18% GST, based on the total project capacity quoted. Additionally, an Earnest Money Deposit (EMD) of INR 7,40,000 per MW is necessary, along with a Performance Bank Guarantee of INR 18,50,000 per MW upon selection.
The deadline for bid submission is set for 22nd April 2024, with the opening of bids scheduled for 1st May 2024. The selected Battery Energy Storage System Developers (BESSD) will be responsible for establishing the BESS and ensuring its integration with the state transmission network. The Gujarat Energy Transmission Corporation (GETCO) will provide the necessary power for BESS charging, following which the energy storage system will support the GETCO network based on dispatch instructions from the State Load Dispatch Center (SLDC) in coordination with GUVNL.
The selection process includes e-bidding and an e-Reverse Auction, with a minimum bid size of 140 MWh. This phase allows for a single bid per entity, covering one or multiple projects totaling 250 MW/500 MWh, with land provided on a Right-of-Use basis at an annual lease charge of Rs 1 per plot. |
