Work Detail An application for the grant of a transmission license has been filed by Ananthpuram Kurnool Transmission Limited (now known as POWERGRID Ananthpuram Kurnool Transmission Limited). The company seeks to establish an Inter-State Transmission System for the “Transmission Scheme for Solar Energy Zone in Ananthpuram (Ananthapur) (2500 MW) and Kurnool (1000 MW), Andhra Pradesh” on a Build, Own, Operate, and Transfer (BOOT) basis. The CERC has directed the issuance of a transmission license to POWERGRID Ananthpuram Kurnool Transmission Limited. After competitive bidding conducted by PFC Consulting Limited, Power Grid Corporation of India Limited emerged as the successful bidder with the lowest quoted annual transmission charges. Following the submission, the Central Electricity Regulatory Commission (CERC) proposed to grant a transmission license to the petitioner. A public notice was issued, inviting suggestions or objections, but none were received. The petitioner met the requirements for the grant of the license as per the Electricity Act and the Transmission Licence Regulations. Consequently, the CERC directed the grant of a transmission license to POWERGRID Ananthpuram Kurnool Transmission Limited. The grant of the license is subject to certain conditions. Firstly, the license will remain valid for 25 years from the date of issue, provided there is no revocation. The licensee must adhere to the provisions outlined in the Transmission Licence Regulations throughout the license period. Additionally, they may apply for license renewal two years before the expiration of the initial term. The licensee is prohibited from engaging in electricity trading during the license period and must pay the prescribed license fee on time. Failure to pay the fee within sixty days will be considered a breach of license terms. Furthermore, they must comply with directives from the National Load Despatch Centre and adhere to performance standards specified by the CERC. Open access to the Transmission System must be provided to other licensees as per relevant regulations. The licensee is also required to inform the Commission before undertaking any additional business related to the Transmission System and comply with revenue-sharing regulations. Compliance with inter-state transmission charges and losses sharing regulations, along with adherence to all relevant laws, rules, and regulations, is mandatory. The licensee must ensure that the project execution meets technical and grid standards set by the Central Electricity Authority and submit necessary reports and information to the CERC as required. Monitoring of project execution will be conducted by appointed entities, who will report any lapses to the Commission for appropriate action. It is expected that the petitioner has complied with survey provisions and will adhere to bidding documents and agreements for timely project commissioning. The CERC has granted the petition for a transmission license to POWERGRID Ananthpuram Kurnool Transmission Limited, subject to the specified conditions, to establish an interstate transmission System for solar energy in Andhra Pradesh.
