Work Detail The Rockefeller Foundation has released a comprehensive roadmap titled “Scaling the JETP model – prospects and pathways for action,” aiming to enhance the effectiveness of Just Energy Transition Partnerships (JETPs) in low- and middle-income countries. The report identifies lessons learned, and current roadblocks, and proposes pathways to scale JETPs for the benefit of vulnerable communities. The foundation recommends piloting a new approach in a country like the Philippines, emphasizing the pivotal role of Multilateral Development Banks (MDBs), and broadening support from donor countries. Philippines’ Interest Spurs Potential JETP Model Evolution Dr. Rowena Cristina L. Guevara, Undersecretary of the Department of Energy, Republic of the Philippines, expressed strong interest in scaled financial packages to support the country’s Energy Transition Plan. The plan focuses on fast renewable energy development, offshore wind infrastructure, a smart and green grid, and incentivizing the decommissioning or repurposing of coal plants. International collaboration is essential to expedite the Philippines’ goal of achieving over 50% renewable energy share by 2040. JETPs Face Challenges in Achieving Global Climate Aspirations Despite JETPs being a political and financial innovation, challenges persist in achieving their intended impact. South Africa, Indonesia, Vietnam, and Senegal signed JETP deals with the International Partners Group (IPG) from 2021-2023 to accelerate energy transitions, but progress has been slower than expected. Dr. Rajiv J. Shah, President of The Rockefeller Foundation, acknowledges the need for a more effective role of JETPs in empowering vulnerable communities with clean energy. Key Action Pathways to Enhance JETPs The report outlines four action pathways to overcome barriers and evolve the JETP model: Experimenting with a JETP “country platform” model. Establishing a coordinated country demand signal. Increasing MDB leadership in designing and financing JETP packages. Broadening and deepening the IPG group of donors for comprehensive JETP packages. Philippines Chosen for Piloting Evolved JETP Approach The Rockefeller Foundation plans to pilot the evolved JETP approach in the Philippines, utilizing the action pathways outlined in the report. The foundation aims to garner philanthropic support to develop and resource the country platform model, paving the way for potential replication in other countries. The move aligns with global efforts to address climate challenges and contributes to discussions at forums like the G7, G20, and COP.
