Work Detail The Ministry of Energy & Water Resources of the Federal Government of Somalia has issued a Request for Expressions of Interest (EOI) for consulting services related to the feasibility study, environmental and social impact assessment (ESIA), and preparation of draft bidding documents for the Repair/Expansion of Bossaso Power Grid. This initiative, supported by a grant from the African Development Bank, aims to enhance the energy sector in Somalia. The consultancy services involve a comprehensive assessment of the existing electricity supply network and power infrastructure in Somalia, focusing on the Repair/Expansion of the Bossaso Power Grid project. The feasibility study will identify technically and economically feasible project components, considering the environmental and social safeguards aspects. The selected consulting firm will be responsible for preparing the design and draft bidding documents for the identified construction works, including MV & LV distribution networks, Solar PV Mini-grid, and storage systems. Additionally, the firm will assess the capacity needs of institutions in charge of the energy sector, identifying skill development areas and gaps, and developing a training plan to strengthen human capacity. Interested consulting firms are invited to indicate their interest and qualifications, showcasing their experience in similar assignments, particularly in power infrastructure projects. The firms may form joint ventures to enhance their suitability and competence. The Ministry emphasizes the importance of collaboration with relevant institutions, including the Federal Ministry of Energy and Water Resources and the Energy Ministry office of Puntland Federal Member state. The language of the assignment is English, and the expected timeframe for the consultancy is five months, starting from May 2024. The selection of the consulting firm will follow the Quality and Cost-Based Selection (QCBS) method outlined in the Consultant Guidelines. A shortlist of six consulting firms will be established based on criteria such as general qualifications, adequacy for the assignment, relevant experience, knowledge of working in Somalia or similar contexts, and language proficiency. Interested consulting firms should submit their Expressions of Interest by March 2nd, 2024, indicating their commitment to fulfilling the project requirements. The Ministry encourages consulting firms to participate in this opportunity to contribute to the development of Somalia’s energy infrastructure and institutional capacity.
