Work Detail The Andhra Pradesh State Electricity Regulatory Commission (APERC) recently finalized a comprehensive set of regulations concerning the Grid Interactive Solar Rooftop Photovoltaic Systems (SRTPVS) under both Net and Gross Metering arrangements. These regulations aim to address various concerns raised by consumers and distribution companies (DISCOMS) in Andhra Pradesh, aligning them with relevant government rules and promoting renewable energy generation. Following a period of public consultation, where stakeholders provided feedback on the draft regulations, APERC made several decisions based on the suggestions received. Some key points include: The definition of Gross Metering, which measures energy in two directions for solar rooftop power plants, was retained despite objections. Concerns raised by stakeholders regarding the fairness of Gross Metering, where generated units are paid at a fraction of the tariff rate, were addressed. The payment for energy exported under Gross Metering will be computed at a Feed-in Tariff, adjusted against the total billing demand for energy consumption by prosumers. Suggestions to encourage group net metering systems and allow installation of small solar systems in areas other than consumer premises were accepted, provided they meet specified criteria. Technical standards for the connectivity of SRTPVS with the distribution network were emphasized, along with ensuring compliance with safety regulations. The regulations also outline various provisions such as eligibility criteria for consumers to set up SRTPVS, capacity limits for installations, and procedures for technical feasibility studies and agreements with DISCOMS. Additionally, they specify feed-in tariffs for different metering arrangements and address billing and settlement processes. DISCOMS is tasked with providing necessary information and conducting technical feasibility studies promptly. Consumers have the option to choose between net metering or gross metering arrangements, with billing and payment processes varying accordingly. The regulations also provide for periodic review and possible amendments to ensure their effectiveness and relevance. Existing projects and agreements will be governed by the previous guidelines until their completion, after which they will fall under the purview of the new regulations. Overall, these regulations represent a significant step towards promoting renewable energy generation in Andhra Pradesh while ensuring fairness and compliance with established standards and guidelines.
