Work Detail The Pradhan Mantri Kisan Urja Suraksha Evam Utthaan Mahabhiyaan (PM-KUSUM) Scheme is a pivotal initiative by the Government of India, aiming to revolutionize the agricultural sector by integrating solar and renewable energy solutions. In a recent development, comprehensive guidelines have been issued, superseding the previous memorandum from July 22, 2019, and incorporating all subsequent amendments. These guidelines provide a detailed roadmap for the successful implementation of the PM-KUSUM scheme, comprising three crucial components. Component A of the scheme focuses on the establishment of 10,000 MW of Decentralized Ground/Stilt Mounted Grid-Connected Solar or other Renewable Energy-based Power Plants. These plants, with capacities ranging from 500 kW to 2 MW, will be set up by Renewable Power Generators (RPGs) within a five km radius of substations to minimize transmission costs and losses. Farmers can either install these plants on their land or collaborate with groups, cooperatives, panchayats, or other organizations. The scheme allows farmers to lease their land to Distribution Companies (DISCOMs), acting as RPGs, with mutually agreed lease terms. DISCOMs will assess and notify the renewable generation capacity that can be injected into rural substations, and the energy produced will contribute to Renewable Purchase Obligation (RPO). The procurement of power will be done at a predetermined levelized tariff, with a bidding route in case of excess capacity applications. The scheme also incorporates a model Land Lease Agreement to facilitate smooth transactions between farmers and DISCOMs. For Component B, the scheme supports the installation of standalone Solar Agriculture Pumps or the replacement of diesel pumps with solar alternatives. Small and marginal farmers, especially in off-grid areas, will benefit from financial assistance provided by both the Central and State Governments, along with bank loans. The guidelines define the Central Financial Assistance (CFA) structure, allowing farmers in specific regions to apply for solar pumps with central subsidy only through a National Portal. Component-C focuses on the solarization of grid-connected agricultural pumps, offering reliable daytime solar power to farmers. This component includes Individual Pump Solarization (IPS) and Feeder Level Solarization (FLS). IPS allows farmers to use surplus solar power and sell it to DISCOMs, enhancing income and promoting water-saving practices. FLS involves solarizing agricultural feeders, promoting the efficient use of solar energy. The guidelines emphasize the allocation of CFAs based on benchmark costs or tender costs and recommend GPS surveys for accurate feeder load calculations. The comprehensive guidelines outline the procedural aspects, financial incentives, and timelines for successful implementation. They emphasize the involvement of State Implementing Agencies (SIAs), DISCOMs, and farmers in a coordinated effort to achieve the ambitious goal of adding 34,800 MW of solar capacity by March 2026. The scheme aligns with the government’s commitment to sustainable and clean energy solutions, promoting income growth for farmers and reducing environmental pollution. With a focus on transparency, these guidelines pave the way for a transformative journey in the agricultural sector, integrating renewable energy for a brighter and sustainable future.
