Work Detail The Ministry of Agriculture, Water and Land Reform of Namibia invites eligible consultants to indicate interest in providing services towards the Project Implementation Assistance Program under the contract for an Environmental, Social and Cross-cutting Issues Technical Assistant (ESCTA), DEADLINE: 9 January 2023 at 11am The services included under this project will be to identify and conduct a general evaluation of the potential risks and impacts of the projects under the Namibia Water Sector Support Program (NWSSP) on the environment and social front. The Technical Assistant (TA) will ensure that a cross-cutting approach is developed and taken towards bridging the gap between human actions and development activities and will report to the Program Coordinator. The ESCTA will support the planning, developing and implementing of activities aimed at averting and minimising adverse environmental and social impacts while improving water and sanitation coverage. The TA will ensure that the implementation of sub-projects/activities conforms with the countrys applicable laws, policies and strategies, and the AfDBs policies and standards, The TA will also identify technical and operational capacity needs related to water, sanitation and gender. Scope of services The Scope of Services for the consultant includes, but is not limited to the following: • Review relevant national policies, laws, strategies and the Banks policies and standards and ensure that NWSSP fully complies. • Undertake on-site assessments or screening of projects and sub-projects to identify and assess potential environmental and social risk impacts to inform tools to be developed and implementation of mitigation measures. • Provide technical direction for environmental and social safeguards management in project activities. • Draft terms of references to undertake environmental assessments for new projects and ensure that necessary environmental requirements are obtained from the Ministry of Environment, Forestry Tourism (MEFT). • Liaise with MEFT to find out which activities may not be undertaken without an Environmental Clearance Certificate. • Supervise the management of consultants hired to undertake environmental and social assessments, where applicable, and provide coordination support with the Implementing Agencies (IAs). • Review instruments and reports prepared by consultants to ensure their adequacy, comprehensiveness and adherence to national and AfDB requirements. • Ensure compliance with the Environmental Management Plans (EMPs) during the construction period and maintain close coordination with the relevant sectors. • Support to Environmental Department to enhance its capacity for monitoring environmental and social issues during and beyond project implementation. • Support the establishment and functionality of Grievance Redress Mechanisms (GRM) structures across all levels of the project and ensure proper tracking and resolution of grievances. • Facilitate meaningful stakeholder engagements at all levels of the programme, including communities, local leaders and local and provincial councils to enhance project awareness, transparency and accountability. • Identify the improving opportunities to empower both men and women to access and participate in the management of water and sanitation facilities/resources.
