Work Detail The Bihar Renewable Energy Development Agency (BREDA) government is set to rejuvenate its inactive off-grid solar power systems, unveiling a tender to enlist developers capable of implementing this initiative. Issued on behalf of the state, the tender outlines BREDA’s plan to integrate its struggling off-grid solar systems into the grid. The government mandates that developers selected through the tender restore off-grid solar installations on government buildings, with responsibilities extending to Operations and Maintenance (O&M) for the initial five years, as specified in the tender document. The submission of a Bidding Document is mandatory for all bidders, and no exemptions are provided for MSME/SSI/NSIC registered agencies. A non-refundable fee of INR 11,800.00, including 18% GST, must be paid for the Bidding Document. This payment can be made through an Internet Payment Gateway (IPG) or Challan. E-tender Processing Charges amounting to Rs. 590/- are required and should be paid through online modes such as Internet Payment Gateway (Debit/credit card, Net banking, NEFT, RTGS). The deadline for the online submission/uploading of the bid is set for up to 21/12/2023 at 23:30 Hrs. This should be done through the website http://www.eproc2.bihar.gov.in. The last date for submitting proof of the Cost of Bidding Document Fee and Bid Security (EMD) Fee in the original is 22/12/2023 at 14:00 Hrs. The Technical Bid will be opened on 22/12/2023 at 15:30 Hrs. The validity of the bid is 180 days from the date of opening of the Technical Bid. The Bid Security (EMD) amount is set at INR 15,00,000.00 (Fifteen Lakhs only). The date, time, and place for opening the Financial Bid will be communicated later to technically qualified bidders through http://www.eproc2.bihar.gov.in. According to the BREDA tender, interested solar companies should possess a cumulative experience of executing more than 350 kWp of Solar Power Plants. Participating firms are also required to have installed and commissioned a single 100 kWp GCRT Solar Power Plant in India within the last five years from the bid submission date. Additionally, companies need to demonstrate a Minimum Average Annual Turnover of Rs 5 crore for the bidder or lead bidder of the consortium. The tender invites Expression of Interest (EOI) for the Empanelment of Bidders for the Conversion of Existing Non-Functional Off-Grid (Hybrid) Solar Plants, inclusive of five years of Comprehensive Operation and Maintenance, Connectivity & Synchronization with the Grid, and net metering (wherever required) at various Government Buildings in the State of Bihar. The tender emphasizes the need for execution in close coordination with the concerned officials of Government Departments, Building Construction Department (BCD), Government of Bihar, and BREDA Officials. BREDA specifies that approximately 113 identified sites require connection for these non-functional systems, with project sizes ranging from 2 kWp to 100 Kwp. Each project may consist of several rooftop units/sites/buildings in a campus/premise with a single electrical connection. The tender emphasizes compliance with DISCOMs guidelines for installing meters (solar meter/check meter/net meter) based on site requirements.
