Work Detail Jamaica Public Service Company Limited (JPS) has issued an RFS for the engineering, procurement, and construction services for a 115 MW utility-scale solar plant, a 171.5 MWh battery energy storage system, and a 12 MW wind plant. The projects will be set up in the Caribbean country. The BESS systems (battery energy storage systems) vary from 1 to 50 MW, aggregating to 171.5 MW. The last date to participate in the tender is December 15, 2023. EOls open on December 18, 2023. As per the tender documents, solar and battery systems will start operations in the fourth quarter of 2026, while the wind project commences in the fourth quarter of 2027. The locations are yet to be determined. The energy generated will be sold to Jamaica Public Service Company on an energy tariff basis. It will be evaluated based on the levelized cost of electricity (LCOE). Jamaica Public Service Assets Jamaica Public Service Company is an integrated electric utility company, and the sole distributor of electricity in Jamaica. The company is engaged in the generation, transmission and distribution of electricity, and also purchases power from a number of independent power producers (IPPs). The Jamaica Public Service Company serves approximately 680,000 residential, commercial and industrial customers through a network of offices throughout the Caribbean island. The firm owns and operates 20 generating units (inclusive of a 2/1 Combined Cycle plant), 53 substations, and approximately 21,000 kilometers of distribution and transmission lines. The total installed generating capacity is 1,042 MW. The company owns 541 MW of this capacity. The remaining 501 MW is owned by Independent Power Producers (IPPs). The company also manages and operates the transmission and distribution system. The Office of Utilities Regulation (OUR) is the independent regulatory agency with responsibility for regulating the electricity sector in Jamaica.
