Work Detail The Chalicán Penitentiary Complex will be inaugurated, a milestone of provincial public works. After two years of uninterrupted works, the Chalicán Penitentiary Complex is a more concrete achievement of the Jujuy Master Plan, which will be inaugurated tomorrow, Tuesday, November 28, by Governor Gerardo Morales together with authorities from the Executive and provincial State Powers. This milestone of public works adds a new centrality to the Branch, for the penitentiary service, and opens the possibility of renewing a transcendental urban area in the capital of Jujuy. In 2021, the Government of Jujuy announced the execution of the Chalicán Penitentiary Complex as part of the works and guiding actions for the present and future of the province of the Jujuy 2021-2023 Multi-Annual Development Master Plan. This project, led by the Ministry of Infrastructure, Public Services, Land and Housing (MISPTyV), in the inspection, and the Ministry of Security, constitutes a great step in terms of security for the province and the region, marked by new standards in prison infrastructure, under national and international guidelines. In May 2021, Infinito por Discover was the scene of the public tender organized by the Ministry of Security, for the execution of the project, where the company JUMI SRL was awarded. The work officially began in August with 100% financing from the Provincial State, which involved an investment of $2,330,000,000 pesos. As of February 2022, the Complex had already reached more than 20% progress, at a record pace of work, with the structural work completed at 100%. From June to September of this year, the works reached their final stage, going through finishing tasks (painting, installation of security and testing systems, security fencing and more) to the final tests of the operation of facilities and basic services. and security, as well as each space. At this point, additional works were managed to complete the expansion of the sector where the chapel will operate, sewage connections, sowing grass for the rugby field, exterior lighting, among others. The National Ideas Contest was also part of the complementary actions to the construction of the Penitentiary Complex, to allow the current Gorriti penitentiary to be converted into a new urban node of Greater Jujuy, in the near future. A total of 39 projects were presented, with 1st prize being the proposal for green spaces, sustainable and accessible mobility, energy efficiency and renewable energies throughout the sector from Avenida El Éxodo, with its heart in the current Penitentiary property, linking it to the Plaza de Immigrants and extend it with links to the big block of the School of Mines and the Faculties of Agrarian Sciences and Engineering. This allows us to think of the urban sector as a node and, at the same time, a pole of innovation, research and scientific development. The Penitentiary Complex in Chalicán was developed on 22 hectares, of a property larger than 40 hectares (for the purpose of future expansions). This complex has a surface area of ??13 thousand square meters of infrastructure to accommodate 650 inmates; an access and administration building, a program and services building, 5 accommodation modules of 96 cells each, and a special accommodation sector of 48 cells. It is also worth noting that its design complies with sustainable guidelines of the United Nations and the Law on the Execution of the Deprivation of Liberty Sentence (Law No. 24,660). The execution of this project involved the work of 200 people simultaneously, fulfilling one of the objectives of the Master Plan, of generating employment directly and also in non-central cities and towns of the province, which will be reactivated with new activities in around these State service buildings. Renewable energies and energy efficiency are also part of the project, since the new Penitentiary has a photovoltaic solar park to supply the establishments electrical consumption, with a capacity of 50 KW, and composed of 96 panels distributed in 6 tables, each one of them with 16 modules connected in series. Likewise, the design of this complex includes the use of solar thermo tanks for heating showers, and the bio-environmental design to take advantage of the orientations for each building, using – for internal temperature control – multi-layer type walls, with a control layer. exterior climate, air chamber and thermal insulation.
