OBJECTIVE AND COMPONENTS OF THE PROGRAM:
In recent years, the city of Gualeguaychú has grown towards the west, with the incorporation of numerous neighborhoods. This growth, which has been disorderly since it was not planned, has produced inconveniences since the heavy traffic that moved through the periphery, with this growth, remained its path within the city, crossing the central areas. Much of this heavy traffic that circulates on internal avenues does not have the city as its destination, but is part of the international traffic that crosses the bridge that links with the city of Fray Bentos (ROU), generating innumerable problems of congestion, maintenance of road networks, accidents, etc.
The project aims to generate a peripheral ring that links the extreme points of the urban plan (north-south), and the diversion of heavy traffic to and from the border with the Eastern Republic of Uruguay directly to RN 14, enabling its time to have an urban avenue that allows the development of peripheral sectors by generating links with different points of the city, to the south with important arteries that cross it and commercial sectors, health infrastructure, airport, or the link with the Jeanot Sueryo South Access This being the most important, with a very high flow of vehicles coming from the capital city of the country, or from Rosario (2nd city) through provincial route 16.
The origin of the section defined as Circunvalación Vial is located at the intersection with RP No. 42, which in the urban plan overlaps with Julio Irazusta Street. The route advances towards the West, where the route turns towards the North, along the Bv. José M. Martínez/Bv. Isidoro De María until the end of it at the intersection with the layout of the former railway corridor that connects to the East with National Route N°136.
