The AlmaMDI Expressions of Interest aim to optimize the generation dispatch of the MEM, the installed capacity in the transportation or distribution systems, and provide power reserve services in the Argentine Interconnection System (SADI).
The Secretary of State of Argentina has published Resolution 906/2023, which requests expressions of interest to incorporate, manage and finance electrical energy storage systems (AlmaMDI) with the objective, the resolution reads, of optimizing the generation dispatch of the Wholesale Electricity Market (MEM), optimize the installed capacity in the Transportation or Distribution systems of electrical energy, and provide power reserve services in the Argentine interconnection system (SADI) and in the systems wholesale electricity market Tierra del Fuego (MEMSTDF).
Interested parties may also submit proposals for energy and power marketing mechanisms associated with the proposed storage.
Interested parties may present storage systems with different technologies and characteristics, but must identify technical, operational and economic elements that allow their evaluation. Thus, capacities must be indicated in terms of power and energy, charging and discharging periods, maximum storage periods (hours/day/months/year), useful life and number of cycles, degradation of capacity as a function of time (calendar). or depending on the use or number of daily cycles, energy losses, performance between charging and discharging, operating modes, loading ramp until injection or taking its maximum power, installation times, space and zoning requirements, special conditions of location based on its environmental impact, special safety conditions for its handling and operation based on the associated technology, representative installation and operation costs, among others.
“In general, the identification in the expressions of interest of possibilities for national integration of components of the storage systems that are presented will be valued,” explains the resolution, and adds that they will be valued “particularly, for the value chain of the manufacturing industry.” lithium in the development of batteries, indicating the technical and economic requirements for its development, including in particular installation and production management costs and the production scale necessary to be sustainable.”
CAMMESA must, therefore, make available to interested parties information regarding historical marginal costs, areas with a requirement to replace forced generation with diesel, areas (in the 132 kV or greater network) with saturated Transportation or Distribution capacity, requirements of frequency regulation and voltage control in order to propose specific cases of potential storage development on different scales.
To this end, “the management company of the wholesale electricity market, corporation (CAMMESA) is instructed to organize and publicize, within 20 calendar days of publishing this resolution, a procedure for receiving and evaluating the expressions of interest received. , to collect and incorporate the relevant technical information and submit a report with the results of its analysis to this Secretariat up to 60 calendar days from the closing of the reception of expressions of interest. |
