Work Detail The 800,000 cubic meters per day (cm/d) Al-Haer sewage treatment plant construction project has been awarded to preferred bidders. The contract was awarded to local Miahona Company, and Belgium’s Besix as its preferred bidders. The Saudi Water Partnership Company (SWPC) which was the company tasked with the contract awarding selected the two companies to develop and maintain the Al-Haer sewage treatment plant in Riyadh. The company has also announced Spain’s Acciona and the local company, Tawzea as reserved bidders for the project. The Miahona/Besix team offered to develop the project for $0.5173 a cubic meter. The Acciona/Tawzea team offered to construct the plant at $0.6231 a cubic meter. The project involves the construction of a water treatment plant with a capacity of 200,000 cubic meters per day. The scope of the Al-Haer sewage treatment plant also includes the development of a treated sewage effluent (TSE) reuse system. The system will cover a 32-kilometer pipeline with a capacity of 400,000 cm/d, TSE reservoir tanks with a capacity of 200,000 cubic meters, and a pumping station. The project is expected to be commissioned and reach commercial operation by the third quarter of 2026. SWPC qualified more than 20 companies last year to bid for the Al-Haer sewage treatment plant project which is part of the third batch of the kingdom’s Independent Sewage Treatment Plant (ISTP) programme. Al-Haer Sewage Treatment Plant is Part of the Third Batch Scheme of the ISTP Programme Al-Haer sewage treatment plant is part of the third batch scheme which comprised of two other projects as the initial third ISTP batch. This include the Khamis Mushait ISTP scheme which will have a 50,000 cm/d capacity and the Riyadh East ISTP scheme with a projected capacity of 150,000 cm/d are also part of the scheme. The contract for the development of the two schemes is yet to be tendered. Originally comprising three schemes with a total capacity of 400,000 cm/d, batch three of the ISTP programme has been expanded. This is done so as to include Haddah ISTP which has a design capacity of 500,000 cm/d, and Arana ISTP, which has a design capacity of 800,000 cm/d. The procurement process of the two schemes will be undertaken separately.
