Work Detail Poland’s rail infrastructure manager PKP Polskie Linie Kolejowe (PKP PLK) signed an agreement to develop design documentation for the electrification of the Luków – Lublin rail line which will increase train frequency and transport capacity. The project is part of the government’s Kolej Plus Local and Regional Railway Infrastructure Supplementation Programme until 2029. A PLN 13.6 million (EUR 3 million) contract was signed with Multiconsult Polska for the development of design documentation expected to be completed in 2027. The project covers the electrification of the entire 106 km Luków – Lublin rail crossing through Radzyn Podlaski, Parczew, Lubartów towards Lublin. The tender for the project was launched in May 2023. The value of the entire project including the design, construction and electrification works is approximately PLN 378 million (EUR 83.7 million). The project will enable rail operators to provide direct connections with electric trains without the necessity to replace electric locomotives with diesel ones, which will translate into more efficient and shorter journeys. The project will increase the attractivity of rail transport and connections between the Lublin region and Masovia. The project “Electrification of railway line No. 30 Luków – Lublin” is one of five projects implemented in the Lublin Voivodeship as part of the Kolej Plus programme. This is the second contract for the project in the Lublin Voivodeship. In September 2023 an agreement was signed with the contractor of the Szastarka – Janów Lubelski – Bilgoraj railway project, along with the inclusion of Krasnik Fabryczny town into the railway network. “The signing of the contract for the electrification project of the Luków – Lublin railway line is very important news for the inhabitants of the Lublin region, who will benefit from connections to the capital of the voivodeship, Lublin and Warsaw. PKP Polskie Linie Kolejowe will prepare in the province Lublin, as many as five new and modernised railway lines under the Kolej Plus programme,” said Piotr Majerczak, member of the Management Board of PKP Polskie Linie Kolejowe. As part of Kolej Plus programme in Lublin Voivodeship, projects cover, in addition to the electrification of the railway line No. 30 Luków – Lublin, the construction of a 65 km line from Szastarka to Janów Lubelski and Bilgoraj railway including the construction of a section of the line No. 68 to Krasnik Fabryczny; the construction of a new 25 km railway connection between Lublin and Leczna/KWK Bogdanka; the revitalisation of the Chelm – Wlodawa including the construction of an extension of this line to the centre Okuninka and Wlodawa (the entire project covers a 51 km connection); and the modernisation and electrification of lines No. 69 and 72 on the Rejowiec – Zamosc Szopinek section, along with the reconstruction of the railway link bypassing the Zawada station – this entire project includes 66 km of tracks. The Kolej Plus programme is scheduled to be implemented until 2029. Its implementation will improve the living conditions of residents and increase the attractiveness of rail transport and provide increased rail connectivity in many regions. The entire programme implemented by the Ministry of Infrastructure has a total value of PLN 13.3 billion (EUR 3 billion) with PLN 11.2 billion (EUR 2.5 billion) covered by the state budget and PLN 2 billion (EUR 442.8 million) is the commitment of regional and local authorities. The programme is designed to provide rail accessibility to towns with a population of up to 10.000 citizens who do not have it as well as to revitalise some lines which are not used or are operated by freight trains only. Under the Kolej Plus programme, 34 projects will be implemented which include more than 1,200 km of lines. 14 projects cover reconstruction works for 515 km in total, 11 projects were approved for revitalisation of 402 km of tracks and through nine projects 285 km of lines will be constructed. Other three projects were selected for documentation work including 183 km of tracks.
