Procurement News Notice

PNN 48987
Work Detail The Jamaican government is seeking 100 MW of renewable energy to diversify its energy grid, and independent power producers will generate this capacity through wind, solar and hydroelectric projects recommended under power purchase agreements (PPAs), according to the documents Bidding. By Angela Skujins . The Government of Jamaicas Generation Procurement Entity has published tender documents inviting domestic and foreign proposals for utility-scale renewable energy projects. Selected developers will be required to build facilities with a capacity between 5 MW and 50 MW using single or hybrid technologies (wind, solar and hydro) with or without storage. It will not be necessary for generating units that include hybrid technologies to be developed in a single location, but they must have single points of interconnection. However, offers with storage will not see their net capacity increased, as their total capacity without storage will be determined, and there will be no commitment or payment regarding firmness. Nor will incentives be recognized for the storage facility. Projects with storage will compete with projects without storage on the same conditions, and the energy delivered from batteries will be paid at the same price as the rest of the energy supplied. Solar projects must be commercially operational within two years of the execution date, and projects that rely on other technologies must be operational within 30 months of the execution date. It will be recommended that the projects be granted PPAs with Jamaica Public Service (JPS) Co. Ltd. acting as sole purchaser. The price will be determined by JPS. Together, the projects will produce 100 MW for Jamaicas electricity grid, with the goal of “increasing the proportion of renewable energy sources in the countrys energy mix,” according to the tender documents. The measure is part of the Caribbean nations commitment to obtain 50% of its energy from renewable sources by 2030. According to the International Renewable Energy Agency (IRENA), the country had 93 MW of installed photovoltaic capacity by the end of 2022.
