Work Detail Costa Rica’s Ministry of Transportation and Public Works (MOPT, in Spanish) and the National Roadways Council (CONAVI) gave orders yesterday to begin the design and construction of an access road to the new Moín Container Terminal (TCM, in Spanish) at Costa Rica’s largest port in the Atlantic coast region of Limón.

The four-lane Moín port access road of 2.1 kms in length must be fully paved, marked, and ready for use by the end of next year, stated the MOPT in a press release. The road project is being carried out by the Atlantic Consortium, made up of two companies: Meco and Puentes y Calzadas.

Engineer Oldemar Sagot, manager of the implementation unit of the joint Central American Bank for Economic Integration (CABEI) – CONAVI projects, said that although the company has six months to complete the road’s design, construction work will begin within two months with areas being cleared, topographical work done, paths, and other preliminary work undertaken while the design phase is completed.

Sagot added that trucks’ current port access via a temporary road will not be interrupted or impeded during the construction of this new access road.

Under the road access contract, by the middle of 2017 the consortium must have two of the lanes built and properly marked. This will coincide with the opening of the first loading bay at the new container terminal. By the end of 2017, the final two lanes must be completed. This will allow for a finished access road to be fully functional in time for the full operation of the container terminal when its second loading bay opens in January 2018.

The road is being financed by a $71 million loan from the CABEI. It consists of a 1.1 km level section, and a 1km elevated section that will pass over the rail line and the river to connect the container terminal with Costa Rica’s existing national highways.

The project also includes the construction of sidewalks and a bike path as well as wildlife crossings. It will also include the construction of an intersection with traffic lights at the junction with Route 32, the highway linking Limón with San José.

The Central American Bank for Economic Integration (CABEI) is a multilateral financial institution founded on December 13, 1960 to promote the economic integration and balanced economic and social development of its founding countries, according to its website.

CABEI’s founding member countries are Guatemala, El Salvador, Honduras, Nicaragua and Costa Rica. The bank provides financing to the public and private sectors, and specializes in attracting and channelling external resources to promote investment and development opportunities in its sphere of influence.
