The executing unit was created to benefit the cooperatives of the popular economy.
With the creation of an executing unit, the Government launched the allocation of 30% of public works to the official social movements under the contracting modality.
In November 2022, the Executive had already granted part of the public works to the Work Cooperatives of the Popular Economy with a cap of up to $300,000,000 with the aim of promoting public policies that create employment, for which reason it considered it necessary to "adopt measures to address and prevent labor vulnerability”, as argued by the Government a few months ago.
In the same way, it clarified that the assigned amount can be updated "as provided by the application authority and taking as indicative the specialties of said cooperatives."
However, it remained to implement how the works would be assigned and how the different projects would be controlled. For this very reason, the Government ordered the creation of a body in charge of implementing this decision.
"Create the Temporary Special Executing Unit "Unit for the Implementation of Public Works Executed by Work Cooperatives of the Popular Economy", says article 1 of resolution 40/2023 published this Friday in the Official Gazette.
This body will report directly to the Ministry of Public Works. The main function is to carry out the granting of these contracts, so it must evaluate the background of the cooperatives to award the works.
The unit must monitor and control the correct compliance with the terms in which the State grants a part of the works in a contracting modality; Consequently, it will have to request the information related to the work of the cooperatives from the jurisdictions and national public sector entities.
In this sense, they are within their responsibilities to prepare studies and reports based on the analysis of the data collected, design and develop a monitoring board of public works projects carried out by the jurisdictions and entities of the national public sector, in addition to collaborating in the integral evaluation of the public work carried out by the social movements.
The body was left in charge of Professor Matías Coco, who will have a position equivalent to that of "Undersecretary". As established by Law No. 27,431, this unit will have "a duration not to exceed two years." However, his work can be extended as long as the Budget for the year following the expiration of the term allows it. |
