PAVEMENT OF 52 BLOCKS IN THREE NEIGHBORHOODS
1- Neighborhood 136 Homes. 2- Chapero neighborhood (314 and 374 dwellings).
On Friday, July 15, 2022, the envelopes were opened for the paved access work in neighborhoods 136, 374 and 314 Dwellings in the city of Reconquista. This is part of the Plan Include provincial program with an official budget of $114,274,194.84. On the occasion, a single offer was presented by the company ICA srl for $119,964,398.52.
In a dialogue with ReconquistaHOY, Mr. Carlos Castellani, Secretary of Public Works of the Municipality, explained that it is a program that has been in the works for a long time and that it provides financing to link different neighborhoods of the city with the downtown area. In that sense, he clarified that the neighbors will not have to pay anything.
Castellani explained that there are approximately between 50 and 52 blocks of paving (30 thousand square meters in total) that includes:
To West:
– Barrio 136 Viviendas, as part of Barrio Parque, in its internal streets and its connections to Bulevar Irigoyen, Pietropaolo Street and 40-Misiones Street; in addition to the conditioning of access to the school through General López street, internal to that neighborhood.
Al Sur:
– Barrio 314 Viviendas, part of Barrio Chapero, in its internal streets.
– Barrio 374 Viviendas, part of Barrio Chapero, in its perimeter streets and its connection to Avenida Fray Rossi, and to Calle 43 – Fuerza Aérea.
– Calle 43 – Air Force from Roca Street to Av. Rossi to connect the center of Barrio Chapero with Av. Rossi.
Castellani estimated that it will be a work of 5 months. Likewise, he commented that the asphalt will be made hot, which makes it more manageable and for this type of use it is the most suitable.
Finally, the engineer stressed that it is important that the neighbors pay the General Property Tax, given that, in cases like these -where the budget for the works does not reach what is quoted-, the Municipalitys own funds must be used . In this way, he affirmed that more people will be able to benefit from the works.
On July 29, 2022, the work was awarded to the aforementioned company, which had previously been asked for an improved offer. The amount decreased by approximately $3,000,000.- and was finally awarded for the sum of $116,692,440.-.
On Tuesday, August 2, 2022, Castellani anticipated that they were in a coordination stage, since they must make the gutter cordon in several blocks. For this reason, he estimated that in a week they would begin with the preparatory work.
GREEN CORRIDOR

With an official budget of $10,356,000.-, within the San Martin neighborhood, the Municipality of Reconquista proposes the intervention of the green corridor belonging to the railway extraza that is parallel to España street, between Amenábar and Belgrano streets, which has as the main objective the "recovery and urban renewal of the same".
On Wednesday, July 20, 2022, the opening of envelopes for the purchase of materials for said work was carried out, in which two companies presented themselves: Nardelli srl, and Elías Yapur sa with two proposals.
The work includes a 2.50-meter concrete bike lane, along those 7 blocks (700 meters), "which aims to generate a network throughout the entire city, in order to specify a safe and comfortable, for the most vulnerable users of the road system, allowing fast and accessible mobility connecting the most remote neighborhoods with the city center and other important points such as the Bicentennial Park.
Another item to develop will be the piping over the existing gutter, "with the aim of recovering said space for recreational use."
Days later, on July 29, 2022, the purchase of certain materials was finally awarded to Elías Yapur SA and other materials to Nardelli srl for a total of $8,933,110.-.
This work will begin in the city by administration with municipal employees doing the soil movement and covering gutters.
REPAVEMENT, TUBING AND BICYCLE LANE IN CALLE 47
On Thursday, July 28, 2022, the Reconquista Municipal Council approved the ordinance that facilitates the resurfacing, piping and bike lane of 600 meters of Avenida Islas Malvinas (47th Street, between Av. Rossi and Roca), designating that A large part is paid by the Municipality and a portion by the front workers. The original project of the Executive was modified from the position of Councilor Báscolo, to speed up the purchase of materials by the Municipality so that the money does not evaporate with inflation and weigh more in the pockets of the frentistas.
The resurfacing of this section of Islas Malvinas Avenue had already been approved, but the tender fell twice. Now with reforms, they will go for another attempt, and a more important work with tubing and bike path is included.
Days before, on July 25, the tender for the acquisition of materials destined for said work had been carried out, with an official budget of $42,138,224.-, counting as financing the "Complementary Fund for Infrastructure Works for Municipalities" (FOCOM) of the year 2019 and the local contribution. Three bidding companies were presented on the occasion: Elías Yapur sa, Satic sa and Nardelli srl
Then, on July 29, it was officially awarded the purchase of certain items from the company Elías Yapur sa for $32,310,365.68; and other elements purchased from Nardelli srl for $174,300.-. Resulting in a total of $32,484,665.68.
BIKE PATH TO DON CARLOS NEIGHBORHOOD
Bike lane to Barrio Don Carlos, where they will now make a last layer of 8 cm reinforced concrete, with steel mesh.
The bike lane that was built from the South Park to the Don Carlos neighborhood (in front of the III Air Brigade) will now be concreted, the Secretary of Planning, Works and Habitat of the Municipality of Reconquista reported in ReconquistaHOY. The one that was made with a simple asphalt irrigation as the last layer, did not work, so on the same path they will now build with concrete.
The entire 2.30 meter wide route will be made of reinforced concrete, 8 cm thick, with a 4.2 steel mesh, a material that has already been tendered with an official budget of $21,370,111.- on Friday 22 July 2022. They estimate that executing the work would require "between 3 and 4 months."
As indicated by the Municipality, the new bike lane aims to "generate a network throughout the city, in order to specify a safe and comfortable circuit, for the most vulnerable users of the road system, allowing fast and accessible mobility connecting the neighborhoods farthest from the city center and other important points such as the Bicentennial Park».
Two companies participated in the tender for the purchase of materials. Elías Yapur sa, with two proposals: one for $17,246,003.19 and another for $20,266,850.-; and Nardelli srl, also with two proposals: $14,597,100.- in cash or $16,643,570.- within 90 days.
Finally, on July 28, 2022, the purchase of the materials was awarded to Elías Yapur sa with a proposal of $17,246,003.19 "because it was the most advantageous economic offer and adjusted to the technical specifications."
IMPROVED BARROS PAZOS ROAD
On Friday, July 1, 2022, the opening of envelopes was carried out for a work of the "Caminos de la Ruralidad" program, which includes the gravel of rural roads. In this case, a tender was made to improve the Barros Pazos de Reconquista road, with an official budget of $72,081,000.-, which was selected, in addition to three others in the province.
In total, there are 20 kilometers of improved treatment: the section begins on Route 40S and ends at two points, which are the schools of Barros Pazos, forming a "Greek i" (y). There, the road will be profiled along the entire route and, later, the soil will be treated with different sizes of stone.
On the occasion, two offers were submitted, but only one envelope was opened, that of the "El Rey" Work Cooperative, since the other one lacked a seal that is required. In the session of the Municipal Council on July 22, 2022, the award of the work to said company was unanimously approved for a sum of $72,081,000.- and this was later made official on July 28, 2022 with Decree No. 298 signed by Mayor Amadeo Enrique Vallejos. |
