The second tender was held for the repaving work on 47th Street in the city of Reconquista, between Roca Street and Fray Antonio Rossi Street, with an official budget of $23,342,541.91. - and a lead time of 90 days.
Once again, a single offer was presented and from the same company that had previously offered, ICA srl, which requested $37,458,093.52.-
In this regard, the secretary of Public Works of the municipality, engineer Carlos Castellani, clarified in ReconquistaHOY that ICA is the only company that has its asphalt plant located in the area, specifically on the road to Puerto Reconquista, therefore, it is the only one interested in the work
Castellani also explained that the budget is based on a 2019 fund, which was received just a month ago, and is provided from the Province for the pavement. This leads to a big difference with the offer presented.
“We are not complaining, in the face of the inevitable, we are working to see how we resolve it, because we are going to do the paving, we have to do it yes or yes, the state is deplorable”, commented the engineer.
For this reason, he announced that they have been discussing alternatives and the costs, and stated that they have been chatting with ICA: "There is an important predisposition of the bidding company to look for alternatives, the same on our part."
Likewise, he recalled the work on Laura Devetach street, in which only one bidder was presented, which was the same company, and it was achieved through a mixed system that fell within the amount that was planned.
Faced with the problem, the journalist Gustavo Raffin raised the possibility of forming a kind of corporation between municipalities and communes of the entire General Obligado department and establishing an asphalt plant in the area that can pave all the neighborhoods, towns and cities, considering that the dirt roads.
Castellani stressed that this would be a project that would facilitate paving in the city and progress could be made much faster, but he mentioned that "it has not yet been shaped" and, in the meantime, "it has to be solved with what is available."

The work consists of the reconstruction of Calle 47, between Fray Rossi and Roca, which, due to the impact of the Malvinas collector construction work, a work carried out by ASSA, and where, after resurfacing the area affected by the trace, this it suffered different types of faults such as settlements, fissures and cracks; Added to the increase in vehicular traffic in recent years and the process of gradual and constant entry of rainwater through its potholes, they have resulted in its base being structurally collapsed in sections and its asphalt layer out of service. In addition, works are planned for the rectification of shoulders, slopes and gutters that currently have landslides, sinkholes and unevenness, thus also affecting the structure of the pavement.
Within the circulation scheme, this street is a penetration route from Rossi Street -which functions as a bypass to the East in this sector- to different neighborhoods in the south of the city that have had an exponential growth in population in recent years.
Walkability is seriously compromised by the degree of breakage in the pavement and its base, which require a joint structural intervention, and do not allow widespread patching options.
It is part of the road network used by the public passenger transport system, which needs adequate traffic conditions to become a valid, fast, comfortable and safe option for users.
Vehicular traffic mostly represents the circulation of motorcycles, vehicles and light and semi-heavy traffic, suitable for an urban primary circulation artery, and must be in adequate safety conditions.
