Three of them were below the official budget, which was recalculated at almost 500 million, officially amounting to 4,200 million pesos.
Governor Omar Perotti headed this Saturday the opening ceremony of the four envelopes with the offers for the last stage of the work of the new Rafaela Regional Hospital. This was cataloged as the first with post-pandemic characteristics. The scenario was none other than the same building, which already has a part finished (which will be the pediatric area) and which will be commissioned in the middle of the year.
The same had a recalculation in the official budget, adding 500 million pesos more. It now has an updated budget of $4,178,546,301 (as of March this year). With this in view, three of the offers were below:
Cocivial SA – Dinale, quoted the works at 3,819,000,000 pesos;
Mundo Construcciones SA – Edeca SA – Mondino SA, at 3,895,206,204.57 pesos;
Depaoli – Troce SRL and Prat, at 3,399,034,327.82 pesos;
Cocyar SA – Coemyc SA, at 4,580,512,091.37 pesos.
“When we came to see what state this work at the Rafaela hospital was in, we found that we could not use anything for the pandemic. When we said that this region was discriminated against in relation to what it deserves and what it contributes to the province, this situation picture was evidence of it and of the difficulties we faced. There were five beds for the entire region, that is, for the departments of 9 de Julio, San Cristóbal, part of San Martín,” said the governor.

Along these lines, he stated that "the decision of this investment in the Rafaela hospital, undoubtedly, has to do in a significant percentage, with the attention in the city, but also with the leading role that this hospital plays in the region”, he highlighted.
Later, Perotti pointed out that “due to the pandemic, the initial project of the work had to be modified, in terms of its building structure and the care modality. Our desire is to be able to have it up and running quickly, not on a whim, but because we need to provide care that is up to the current circumstances,” he said.
In her turn, the Minister of Health, Sonia Martorano, expressed that “we are survivors of the pandemic and that imposes obligations on us and generates changes. Here, in intensive care, we had five beds for Rafaela and for the north center and we reached 45. This is achieved by putting your chest, your heart and a lot of passion. For this reason, when there is a political decision, such as that of our governor, there are clear objectives and a successful conclusion is reached”.
Then, the Minister of Infrastructure, Public Services and Habitat, Silvina Frana, said that “the right to health is one of the axes of Governor Perottis management. When the pandemic started, we found this work with a cement structure, but without services. This represented a great challenge. This hospital is going to be completed with funds from the province, thanks to a balanced management of resources that many criticize because it bothers them that there is a government that assumes the responsibility of having its accounts in order and that seeks the greatest benefits for the people, not for leaders," he said.
For his part, the mayor of Rafaela, Luis Castellano, stressed that "the fact that Omar and his entire team have decided to finish this work is a transcendental event for the city and the region, because we are putting public health in the place that pandemic put it, heading and leading the largest containment process in the last hundred years in Argentina.
Previously, the secretary of Public Works, Leticia Battaglia, explained that “we had to rethink how to modify the original project of the work, since the new health paradigms required different spaces, applying constructive efficiency in an integral way; and in total we will have 189 beds. In a year and a half of management we were able to start a stage of the work and, now, we are going to finish it”, she assured.
Meanwhile, the director of the Rafaela hospital, Emilio Scarinci, recalled that, in a pandemic, “our old hospital sheltered us, contained us and provided answers. Today we think forward, with this hospital for future decades for Rafaela”, he said, and thanked “the governor for the political decision to complete this work that is fundamental for the entire region”.
Finally, the national deputy, Roberto Mirabella, stressed that “we transform dreams and ideas into facts and this is substantial. This work is a pride that is at the height of what the public and private health of Argentina offer”.
The detail of the work
The building is developed horizontally on the ground floor, technical mezzanine and two upper floors, divided into four blocks. It presents double entrance, public, ambulatory and emergencies - guard; and double circulation, public and restricted technical for doctors and staff.

Patios were designed between blocks, which favor natural lighting and ventilation throughout the building. In the basement, the machine room and tank tanks are located.
The distribution will be as follows:
>> Ground floor: hall, admissions, reports, medical guard; diagnostic imaging (X-rays, tomography, magnetic resonance), shock room, triage, emergency operating rooms, outpatient clinic with 12 offices, two dentists, technical services area, morgue and laundry.
>> Technical mezzanine: technical area for installation installations.
>> First floor: public bar, maternity and pediatric hospitalization, neonatology and obstetrics areas (three TPR units for labor and recovery), adult and pediatric ICU staff area, pharmacy, laboratory, medical bedrooms, oratory, classrooms and management.
> Second floor: surgery (four operating rooms), highly complex hospitalization, administration, gym and rehabilitation, and endoscopy.
