Work Detail Water supply to about 450 customers in the Town of Pocahontas has been facing some serious problems for years, but a $5.1 million project to bring water to the town should be completed next year.

Dahmon Ball, director of the Tazewell County Public Service District (PSD), said the problems are with regulatory compliance and operations, as well as deteriorating water lines damaged by acidic mine refuse in the soil.

“Efforts to repair leaks will provide temporary improvement but will not solve the problem,” Ball said. “The Town of Pocahontas has no alternative water source. Several engineering studies have been completed to address these problems.”

Ball said a regional approach was identified as a way to proceed, involving the town and the Tazewell and Bluewell PSDs.

“This solution, upon which this project is based, has the support of the Virginia and West Virginia Department of Health,” he said, adding the work started in November 2015.

Called the Greater Tazewell Water Treatment Plant (WTP) to Pocahontas Water Supply Project, it’s a four-phase effort to provide a permanent regional water source to Pocahontas from the Tazewell WTP, he said, and three of those phases are nearing completion.

Ball outlined each phase.

Phase I involves the Town of Tazewell constructing 900 linear feet of 10-inch waterline and 900 linear feet of 6-inch waterline to improve the system’s hydraulics between the WTP and the Tazewell County Public Service Authority (PSA) System.

“The Town of Tazewell has been awarded funding from the Virginia Department of Health (VDH) of approximately $272,598 for Phase I,” he said.

Phases II and III will see upgrades to the Tazewell to Divides pump stations and include include backup generators.

“The approximate total cost of these two phases is $2.2 million,” he said. “The Tazewell County PSA has been awarded $1.8 million in VDH funding for these phases and the West Virginia Department of Health has awarded $400,000 toward the project.”

Phase IV includes the construction of a one million-gallon water storage tank, one master meter, four altitude valves, about 4,100 linear feet of 10-inch and 6-inch water lines and all associated appurtenances.

The project also includes the rehabilitation of about 6,187 linear feet of 8-inch and 6-inch water lines within the Town of Pocahontas water system and installation of five master meters in order to determine water loss within the town’s water zones.

“The approximate total construction cost of Phase IV is $2.6 million,” he said. “Funding is provided from the Department of Housing and Community Development, VDH, Coalfield Water Development Fund, Thompson Foundation, Southwest VA Regional Water/Wastewater Fund and the Tazewell County Board of Supervisors.”

Ball said the first three phases of the project should be complete by September. The Phase IV project is tentatively scheduled to be advertised for construction bid in January 2017 and construction tentatively scheduled to begin in April 2017.

The total funding consists of $968,275 in loans and $4,139,239 in grants.

“The Tazewell County Public Service Authority appreciates all the effort from the various municipalities and funding agencies working together to bring this project to fruition,” he said. “When the project is completed, approximately 1,170 men, women and children in the Town of Pocahontas will receive a permanent source of potable water, increasing their quality of life.”
