Specifically, the Ministry of Agriculture and Rural Development requires the Department of Agriculture and Rural Development to preside over, propose and submit to the provincial Peoples Committee the implementation of the ordering method for the provision of irrigation public products and services in the locality in accordance with the provisions of Decree No. 32 / 2019 / ND-CP, restricting the application of task assignment method; select a number of irrigation works of appropriate size, formulate specific plans, roadmaps and plans to apply the bidding method, thereby summing up lessons learned.
Increasing tendering to provide irrigation public products and services in accordance with the provisions of Decree No. 32/2019 / ND-CP on assigning tasks, placing orders or bidding for the provision of public-utility products and services. State policies from recurrent expenditures are expected to open the door for all economic sectors to participate in the provision of public products and services in this field. |
