If online bidding is a "bright" segment, the low savings rate is a "dark" segment in bidding activities in this locality.

According to the Peoples Committee of Hoa Binh province, in 2019, units in the province conducted online bidding of 319 packages out of 513 bidding packages that were widely offered and competitive bidding (accounting for 62%). The total value of bidding packages for online bidding is VND 800,171 billion, accounting for 19% of the total price of open bidding packages and competitive offers, completing and exceeding the plan targets set out in Resolution No. 01 / NQ. -CP January 1, 2019.
In 2019, Hoa Binh has 2,693 bidding packages funded by the state budget, including 224 open bidding packages, including 83 online bidding packages, accounting for 37%; 2,127 bidding packages designating contractors; 179 competitive bidding packages, including 167 online bidding packages, accounting for 93%; 18 packages for direct procurement; 18 packages of self-implementation; 6 special tender packages; 121 packages participated in community implementation. The total value of these packages is 3,424,739 million VND, the total winning price is 3,387,186 million VND, achieving a savings rate of 1.09%.

The total price of bidding packages is 1,261,286 million dong, the total winning price is 1,118,895 million dong, saving rate of 11.28%.
For projects using ODA and concessional loans, in 2019, Hoa Binh province has 18 bidding packages, including 16 open bidding packages, including 1 online bidding package, 1 bidding appointment package. , 1 competitive online bidding package. The total value of the bidding packages is 95,711 million VND, the total winning price is 94,579 million VND, the saving value is 1,132 million VND, reaching a saving rate of 1.18%.
In addition to the above positive results, according to the evaluation of the Peoples Committee of Hoa Binh province, the limitation and shortcomings in bidding in the province in 2019 is that the saving rate in bidding is still low. Savings rates at bidding packages of projects funded by the state budget are much lower than those using regular procurement funds. The reason is that the bidding packages belonging to the project funded by the state budget are usually of low value, mainly in the form of contractor appointment. On the other hand, the number of contractors participating in bidding packages using state budget capital is small, the number of contractors meeting capacity and experience is not much. The application of online bidding has been improved and effective, however, the contractors access to information on bidding is limited, some bidding packages have only one participant,
Besides, the Peoples Committee of Hoa Binh province said that through checking, many investors have not yet posted some post-bidding information as the result of contractor selection. Investors in the province have been reminded to post bidding information in accordance with current regulations. |
