(TDT) - After a long time of application of ordering mechanism, the Board of Maintenance of urban technical infrastructure works of the Department of Construction of Ho Chi Minh City. Hanoi has just completed the bidding to select a contractor to manage and operate the Nam Son Waste Treatment Complex (Soc Son district) and Xuan Son Waste Treatment Area (Son Tay town). Through open bidding, the important bidding packages still came back to the "former owner".

According to the contractor selection plan, the cost estimate to formulate the management and maintenance package price for environmental sanitation managed by the City as decentralized is divided into 8 bidding packages. In which, there are 4 bidding packages for non-advisory services and 4 consultancy tender packages. The total investment is estimated at VND 466,191 billion, using capital from the City budget.
Up to now, 8 bidding packages have been identified to be the successful bidder. 4 consultancy packages belong to Viet Vuong Construction and Investment Consulting JSC. 4 bidding packages for non-advisory services were given to Hanoi Urban Environment One Member Company Limited (URENCO).
These 4 packages of non-advisory services include: Package 8 Operation management of Nam Son Waste Treatment Complex; Package 6, Operation Management of Xuan Son Waste Treatment Area; Package 4 Supplying, maintaining, collecting, transporting and treating septic tank sludge of public toilets made by steel and installed and handed over by Vinasing Company; installation of portable public toilets in service of ceremonies, festivals, cultural and political events; other unexpected jobs; Package 2 Provides services of clearing land, construction wastes and picking up rubbish on the separation line of trees and lawns on Thang Long and Vo Nguyen Giap routes.
The winning price of URENCO in Package 8 is VND 346,965 billion; Package 6 is VND 56,291 billion; Package 4 is VND 19.86 billion; Package 2 is 3,814 billion dong.
Particularly for Package 8, comparing the winning bid with the bidding package shows that the savings rate is low, 0.02%. Implementation time is 1,075 days with the type of contract based on adjusted unit price, shortened compared to the requirements in the bidding documents (Bidding Documents) - the time for implementation is 36 months (from January 1, 2020 to the date. 12/31/2020).
The bid solicitors representative said that, during the process of issuing Bidding Documents, there were 4 contractors buying Bidding Documents, but by the time of bid closure, only 3 contractors submitted bids.
Bidding Documents require each participating contractor to ensure that the average revenue in the field of similar nature and scale in the last 3 years (2016, 2017, 2018) is VND 92.5 billion. At the same time, the contractor must provide a copy of the invoice of the audited contracts or financial statements, which clearly state the revenue in the field of waste treatment performed by the contractor.
Participating bidders must have at least 2 similar contracts that have completed all or most of the contract from 2016 to the time of bid closing with the value of VND 243,021 billion / contract (total value of 2 contracts is from VND 486,042 billion or more). If there is one contract, that contract must have a minimum value of VND 486,042 billion or more.
The reason why URENCO won the bid was quite favorable, according to the representative of the tenderer, because the contractor has a long-term experience.
According to the research, Nam Son Waste Treatment Complex was built in 1999 with a scale of more than 157 hectares (over 83 hectares were full); Xuan Son Waste Treatment Area was built in 2007, with a width of 13.32 ha (5.12 ha has been closed since 2013). Both waste treatment areas are assigned to URENCO to manage and operate according to the ordering mechanism after the completion of investment procedures. However, during the implementation process, URENCO faced many difficulties due to people reaction on environmental pollution. |
