The package is valued at VND 166.91 billion, using loans from the Asian Development Bank (ADB). This is one of 4 packages under the subproject to prepare the investment project "Basic infrastructure for comprehensive development of Northeastern provinces: Ha Giang, Cao Bang, Bac Kan and Lang Son - Lang Son component".
According to the Bid opening minutes, there are 4 contractors submitting bids. In which, there are only 2 contractors attending as independent contractors (Hop Thanh Trading and Construction Joint Stock Company and Cuong Thinh Thi Construction Investment Group Joint Stock Company), the remaining is the Joint Venture of the Company Thanh Phat Construction Limited - 207 Construction Joint Stock Company, Joint Venture of Ha Son Company Limited - Civil Engineering Construction Corporation 1 (CIENCO 1). The contractors are all offering the contract performance time is 210 days.
However, among bidders, there was a bid discount race. From the position of the highest bidder (164,934 billion VND), Cuong Thinh Thi became the lowest bidder with a discount of up to 20.1%, to 135,885 billion VND. After discounting at the rate of 2% of the original bid, Hop Thanh Contractor also lowered from the 3rd position in the highest bidders to the second position among the lowest bidders.
The remaining two contractors, Ha Son Joint Venture - CIENCO 1 and Thanh Phat Joint Venture - Works 207 have bid prices of VND 163,996 billion and VND 146,635 billion, respectively.
Among the above contractors, Cuong Thinh Thi (located in Ninh Binh) is a contractor with a very successful winning bid with 36 bidding packages ranging from VND 50 billion to VND trillion in the past 4 years. About 4 years ago, this contractor won 2 packages in Lang Son province, including: Construction package of Road avoidance project in the center of poor mountainous communes 30A: Dong Thang, Cuong Loi , Lam Ca; ensure social security and serve security and defense of Dinh Lap district; Bidding package, Surveying, designing construction drawing, total cost estimation and erection (EC) under the Project of motorway to the centers of Van An and Tan Lien communes of Chi Lang and Cao Loc districts.
On par with Cuong Thinh Thi is Ha Son Joint Venture (Lang Son) - CIENCO 1 (Hanoi). A separate survey of members showed that Ha Son contractor won 6 packages with 2 packages valued at over VND 50 billion. One of these two large packages is implemented in Lang Son province (Package of Construction and Installation of works (foundation, road surface, overpass, traffic assurance) + contingency under the Road to Middle Project center of Tan Yen commune, Trang Dinh district, the winning bid is 217 billion VND). Meanwhile, the achievement of CIENCO 1 is winning 65 bidding packages in the years 2016 - 2019.
For Thanh Phat Joint Venture - Works 207, Thanh Phat contractor has implemented 14 packages since 2016 and half of them are worth over VND 50 billion. For example, Package No. 07 Construction and installation of intersection works and technical infrastructure relocation under the Investment project to build Nam Cau Binh intersection, Hai Phong (VND 913 billion, associated with 5 other contractors ); Construction package of widening bypass road of National Highway 1 section through Ho Chi Minh City Tan An (including Tan An bridge) under the Project to expand the bypass road on National Highway No. 1, section running through the city. Tan An, Long An Province (310 billion VND) ... Construction Joint Stock Company 207 also won 11 bidding packages, including 1 bidding package with a scale of over 400 billion VND as a joint venture member, packages The remaining bidding packages all have a scale of under VND 50 billion.
Particularly, Hop Thanh Contractor is quite tight-lipped, has never been announced to win the bid in recent years. |
