From 4 - 14/2/2020, the procuring entity and Bao Ngan Co., Ltd. (consulting unit) have issued Bidding Documents for the Package No.2 of construction under the Investment project on constructing anti-landslide revetment project of the CPC. Hoang Su Phi district / Ministry of Military Affairs of Ha Giang province (phase 2). According to the invitation to bid, the Bidding Documents will be issued at 2 locations: Ministry of Military Affairs of Ha Giang province, Group 5, Nguyen Trai Ward, TP. Ha Giang; and Bao Ngan Company Limited, house number 41A, 19/5 street, Group 14, Nguy?n Trãi ward, TP. Ha Giang.
According to the Contractor, on February 4 and February 13, the Contractor went to the Bidding Place of the Ministry of Military of Ha Giang Province to buy the Bidding Documents. Staff of the Contractor enters the office of the Barracks Board (where the Bidding Documents are issued) but cannot meet Mr. Nguyen Van Tap, Head of the Barracks, who is in charge of selling the Bidding Documents. During the period of issuing Bidding Documents, the Contractor kept calling Mr. Xi but he could not contact.
The contractor also went to Bao Ngan Co., Ltd. to buy bidding documents. However, when arriving at the location as shown in the notice of tender, the Companys head office could not be found. The house next to address 41, Street 19/5 has no house number plate, company sign, closed door. Asked people around, no one knows whether Bao Ngan Co., Ltd. is located at 41A, 19/5.
The contractor contacted the Thai official (in charge of bidding for bidding) of Bao Ngan Co., Ltd., who was informed by this officer: “We have transferred all the bidding documents to the Ministry of Military Affairs of Ha Giang province so that this bid solicitor will bear responsibility for issuing Bidding Documents ”.
Unable to purchase the Bidding Documents, the Contractor has submitted a written request to the Employer / The Employer for the extension of bid closure and bid opening.
On February 13, the Bidding Newspaper reporter contacted the tenderer but could not connect. On the morning of February 14, 2020, at the time of opening the Bidding Package No. 2, the reporter was able to contact Mr. Nguyen Van Tap.
Mr. Xi said, due to the characteristics of the military unit, from 4 - 11/2/2020, the procuring party has guided 3 contractors to the address of Bao Ngan Co., Ltd. to buy Bidding Documents. On February 12-13, 2020, Xi said he was absent and did not answer the phone because he was busy "recruiting" troops in remote areas of Ha Giang. Mr. Xi confirmed, the sales of bidding documents have been authorized for consultancy unit to carry out.
The Bidding Newspaper has contacted Mr. Thai, a staff member of Bao Ngan Co., Ltd. Mr. Thai confirmed the address next to the house number 41, May 19 street is the Companys headquarters. Due to moving to a new location, the Company has not yet been able to make house number plates and company signs.
Although telling the Bidder that the Bidding Documents have been transferred to the Bid solicitor for release, when the reporter asked how many sets of Bao Ngan Co., Ltd. had sold the Bidding Documents, Mr. Thai confirmed that he had released 3 sets of documents. as of 16h February 13, 2020.
According to the minutes of the bid opening package Package 2, there were 5 contractors buying Bidding Documents, with 3 contractors submitting bids. Talking to the Bidding Newspaper, Mr. Xi asserted: "All 5 Bidding Documents are sold by the bidding consultancy unit".
The bid solicitor authorizes the issuance of Bidding Documents, but the consulting unit "pushes" the sale of Bidding Documents to the Employer. The lack of professionalism of the bid solicitor, the consultancy unit in the issuance of bidding documents has lost the opportunity to participate in the contractors bidding package. |
