The president of the board of Petroperú, Carlos Paredes, said it is necessary to extend the contract with Frontera Energy, which expires next March, for the exploitation of Lot 192 in order that the production does not stop while the process is taking place prior consultation that the law requires to select the new operator that will take care of that site.
"The best option we have identified with Perupetro is that the duration of the contract be extended until the new operation by Petroperú with its partner company begins," he said.
He explained that this process is carried out by Perupetro and the terms extend until May. According to Paredes, there are several options to resolve this issue. “One is to extend the contract to Frontera Energy until the previous consultation ends.
Another possibility is that Perupetro takes care of the lot, but it would involve a very large cost. Another option would be to look for a new operator, but it would be faced with the legal problem of having a prior consultation process concluded, ”he said through the Regional Communication Network (RCR).
The Border Energy services contract expires in March. It is a service contract with Perupetro. “Petroperú will receive the concession of this lot after Perupetro finishes with the prior consultation process. In May we will have chosen the winning company, ”he said.
Alliance with oil palm producers
On the other hand, Paredes said Petroperú has just signed an alliance with the National Board of Palm Oil of Peru (Junpalma) to provide 25% of its production of crude palm oil to Heaven Petroleum Operators (HPO), provider of biodiesel from the state oil company.
In addition, HPO will deliver 70,000 barrels of B100 biodiesel to Petroperú, with which it can produce B5 biodiesel.
“We made a contest for the purchase of biodiesel and national and international bidders were invited. The winner in the port of Callao has been HPO, which is complying with all technical specifications and with a lower price than international competitors. This is very important to strengthen the productive chain, ”he said.
Likewise, the president of Petroperú highlighted the signing of an agreement with the Public Ministry to prevent acts of sabotage and destruction of the Norperuano Pipeline in the Amazon.
“The Norperuano Pipeline has suffered a series of criminal acts that caused great damage to the environment and the inhabitants of the native communities. We try to build bridges and we will continue to do so, but we have to make the law respected, ”he said.
The official said that this year Petroperú will have to face the construction of the new Talara refinery. “On December 31, 2019 the operations of the old refinery ceased, which implies that this year we will not have the income from the refinery. This has an impact of around five million dollars per month. If we multiply it by 15 months it is an expense of about 75 million dollars. We are making every effort to compensate for this situation, ”he said.
He said the state oil company has signed an agreement with PetroTal, operator of lot 95, to buy oil at station 1 without taking price risks. "This operation gives PetroTal more liquidity and we receive benefits, as we charge a commission of approximately 10 million dollars," he said. |
