According to the procurement data, the offer of the Jagodina company was not acceptable. Offer bidder Feman is unacceptable because it is not expressed in the form offer total price without VAT, expressed as net present value of the cost of the contract. The contract model, the price structure form, the independent bid statement form and other forms required by the tender documentation were not filled in, the bank guarantee for the seriousness of the bid was not submitted, evidence of the fulfillment of mandatory and additional conditions, the deadline for the validity of the bid was not stated, nor were samples of lamps submitted with the bid , which the bidder was obliged to submit - the decision reads. Given that Keep Light submitted complete documentation, it was suggested that a contract be awarded to this company. Otherwise, a BIRN survey found that out of 24 public lighting contracts, 22 were awarded to 4 companies and their partner and, in most cases, Keep Light . These companies have so far secured about 50 million euros from local budgets. Tender documentation changed 3 times During the procedure, interested partners noticed documentation errors 3 times - from not matching the number of lamps in the tables, technical errors, to not defining the side of the pavement where the lamps should be placed. The bidding documents were changed 3 times , and besides the technical shortcomings, the contracting authority reduced the number of lamps that had to be submitted for inspection, as well as the total number of installed ones that the interested partner had to have in order to be eligible. Opposition Councilor Jelena Spiric believes that changing the documentation, even because of technical errors, is not justified, since before the announcement itself it was necessary to check that there were no errors. They shamelessly adjust public procurement by changing the bidding documents three times, just to liken it to a company that will collect millions of dinars from the Leskovac budget - she says. The project envisions the replacement of 13,451 lamps, which should be LEDs or metal halogens, as they are said to have more efficient characteristics. In addition to the city territory, new light bulbs should also be installed in 132 surrounding villages. Spiric: The trend of tendering for companies close to SNS is continuing Although 2 companies have come forward in the procurement process, Jelena Spiric, a member of the Freedom and Justice Party, believes that it is a matter of tendering companies close to President Vucic, Prime Minister Brnabic and the Prime Minister of Hungary. Almost all local governments started to incorporate LED lights in vain and in almost all cases the Keep light company won the tender . Of course, the current government does not stand up to tendering and dealing, all at the expense of citizens - says Spiric. It is also questionable to allocate money for “emergency maintenance”, ie. replacement of one LED lamp for which it will be given 340 euros without VAT , which, he says, is too much, because that is how much the majority of Leskovians earn on a monthly basis. He describes the whole project as "arrogant and shameful", especially as it would be much more important for citizens to acquire a new X-ray or magnetic resonance imaging. Let us remind you, in 2016 , the journalists of Pistaljak portal drew attention to a suspicious public procurement for the decoration of Belgrade, where the company Keep light got the job . However, the company particularly came under the spotlight when reporters from the portal revealed that Belgrades New Years tree for 2017 was paid as much as 83,000 euros and was placed in the city center before the tender was completed.
