Work Detail Martinez City Council will vote Tuesday whether to award a $250,000 parking lot construction contract to Breneman Inc. of Walnut Creek.

The work would be done at Parking Lot 4, off Ferry Street between Marina Vista and Escobar Street.

City Engineer Tim Tucker wrote in his Aug. 23 report that the parking lot’s surface has deteriorated, and portions of the pavement as well as several curbs along the border of the lot have been lifted up by trees.

“The work will include ADA (Americans with Disabilities Act) upgrades, new curbs and asphalt and striping along with new landscaping,” Tucker wrote.

Another change will be how those using the lot will pay to park.

“The new lot will also have two pay stations in lieu of single space meters,” he wrote. “The pay stations will give the users the option of using credit cards or cash.”

Nine bids for the project were open Aug. 25, Tucker wrote, and they ranged from Breneman’s lowest bid of $249,942.90 up to $556, 748.90 from Alaniz Construction.

The job had been estimated to cost $285,000, and Breneman was the lowest bidder.

“A check of the Breneman Inc.’s references found that they have satisfactorily completed several similar projects in the Bay Area,” Tucker wrote.

The Martinez budget partially funded the construction project, but an additional $75,000 is needed to finish the job, Tucker wrote. He has recommended using $75,000 from the Parking System fund, which has a balance of than $1 million.

The construction phase is the greatest cost of the project, according to Tucker’s report. Addressing the parking lot’s repair also is costing $40,000 for designs and bidding, $25,000 for construction support services, another $25,000 for construction management and inspections, $25,057 for contingencies and $10,000 for materials testing. That brings the total costs to $375,000, of which $300,000 had been earmarked.

The meeting will start at noon Tuesday in the Council Chamber of Martinez City Hall, 525 Henrietta St.
