Prime Minister Omar Razzaz on Tuesday sponsored the launch of the government procurement department, which was established this year.
The Director General of the Department of Government Procurement Nizar Muhaidat during the launch ceremony that the department seeks to "introduce many modern procurement methods and the introduction of electronic procurement system that ensures the achievement of the principles of integrity and transparency."
He added, "In implementation of His Majestys directives calling for real reform, the government has adopted a package of reform measures that seek to institutionalize and unify measures in order to activate the efficiency of the government apparatus and raise the level of services provided to citizens."
He pointed out that `` these measures include the approval of the procurement system No. 28 of 2019, which came together for all procurement systems in the Kingdom and integrating the unified purchasing departments of medicines and the General Supplies Department of the Government Procurement Department.
He stressed that the Department of Government Procurement is a key pillar in the matrix of financial and administrative reforms, and has acquired the electronic procurement system in terms of enhancing transparency in the procedures related to government tenders and improve the efficiency of all procurement processes.
Muhaidat pointed out that the new government procurement system is one of the measures stipulated in the plan to stimulate economic growth 2018-2022, under the axis of financial and administrative reform, to promote the principle of transparency and integrity and to facilitate procedures and control spending. He explained that the electronic procurement system deals with the stages of the purchasing process from the moment of mobilization and collection of quantities of supplies to be purchased for the beneficiaries through the study and announcement and receiving tender offers and the signing of contracts and receipt and payment of prices.
He pointed out that the system is looking to create a standard matrix of uniform supplies in the government sector by expanding the standardization of specifications for supplies of common use to include also supplies and medical devices, software and computer hardware, which promotes the principle of controlling spending, and extending the application of electronic public inventory management system to include all government entities and units, In addition to the definition of small, medium and large-sized companies in cooperation with the Ministry of Industry and Trade. |
