Odessa, Ukraine (PortSEurope) September 13, 2019 – Ukrainian Sea Ports Authority (USPA) has announced the tenders for stevedore concession projects in the ports of Olbia and Kherson – Olvia Stevedoring Company and Kherson Commercial Sea Port.
USPA head Raivis Veckagans said that Ukraine would use public-private partnerships to develop the ports, with the investment estimated at $65 million (€58.5 million).
USPA will become a participant in concession agreements and will ensure coordination of project implementation within the framework of the systemic development of port infrastructure.
The property of the state-owned stevedore in Olbia will be offered in concession for a period of 35 years, and in Kherson for 30 years. At the same time, the companies will remain in state ownership and upon completion of the term of the concession agreements will be transferred to the state with all facilities that are to be built or modernised by the investor during the period.
Feasibility studies for pilot projects were developed by a consortium of international consultants formed by the European Bank for Reconstruction and Development (EBRD) and the International Finance Corporation (IFC).
In preparing the feasibility study, a systematic analysis of the market was carried out, and financial, technical, environmental and legal studies were carried out. Meetings have been held with potential domestic and foreign private partners in order to take into account their proposals for the implementation of projects.
