Municipal company wants to lease equipment for operation and control of local transport system

The city of Araras, in the interior of São Paulo, launched a Bidding Notice, in the Pregão Presencial mode, aiming to hire a specialized company to supply, implement and maintain equipment to control the operation of the public transportation fleet, as well as a communication system to users.
The notice was published in the Official Gazette on Thursday, October 17, 2019.

The hiring will be made by the Municipal Service of Public Transportation of Araras - SMTCA, municipal company that operates the local transport created in 1984. The service currently serves 20 thousand passengers / day, with 43 buses.
In the justification of the Public Notice, the city explains that the monitoring system to be hired " aims to provide the Government and the concessionaires with a tool that makes it possible to plan, operate and supervise, safely and efficiently, the service provided to the population ."
According to the Notice, the system must provide the necessary information “ to provide passengers with greater comfort, punctuality and practicality in their travels, while maintaining the lowest possible cost of the fare, a result that is obtained only by seeking the maximum efficiency of the available fleet. "
Through the use of user information panels, the city government wants to provide an effective tool for making travel information available to public transport users.
To better inform users, the monitoring system should also provide information with the main mobile applications available in the market (Google, Moovit and Similar).
The Notice defines basic requirements for the system, which shall:
(a) automatically monitor the punctuality and regularity of departures and arrivals at points, as well as compliance with scheduled routes;
(b) control, manage all school transport attendance, as well as student access and attendance control through embedded GPS technology and RFID / NFC reader;
(c) electronic displays informing the user of the actual and accurate forecast of arrival and departure times;
(d) provide resources for dynamic planning of lines and schedules by the government;
(e) provide operational resources for SMTCA to adjust its vehicles and employees throughout the journey; and
(f) provide information to mobile applications in real time.
The Notice defines 5 environments for the provision of information, with the installation of an Operational Control Center (fleet monitoring); Data Center (servers hosting the system); Garage; Bus (which will receive the shipped equipment); and User Information Panels. |
