The project originally established that those proposals whose reference price exceeded 3 million dollars should submit bonds.  In the current standard, companies must submit bond proposals in all acts that exceed 50 thousand dollars. Esilda Camacho, executive director of the  Panamanian Association of Insurers (Apadea) , said 5 million dollars is a very large amount to set a bond proposal.  In his opinion, if the amount of 50 thousand dollars rises to 500 thousand dollars, it would be faced with a more reasonable requirement than 5 million dollars. As for the fines for delayed delivery of the work, it was recommended that requests for extensions submitted after the expiration date of the deadline for delivery of the work have a penalty between 1% and 4%, using a formula for this percentage to be divided by 30 for each calendar day of delay. The value of the fine would in no case be greater than 20% of the value of the contract and should enter the National Treasury. The amendments to article 49 would include fines related to the purchase of medicines, medical supplies, reagents or medical devices entering the disability, old age and death program of the Social Security Fund. Rafael Fuentes, General Director of Public Procurement, said they will create a commission in the entity to analyze the modifications and recommendations made today.
