Work Detail Residents in the Orangeville-Primrose corridor of Hwy. 10 can expect more than a year of slow downs and detours in their near future.

The Ministry of Transportation of Ontario’s (MTO) is getting set to begin a major road rehabilitation project starting in late 2017. Construction is expected to run through 2018 and carry into 2019

However, according to Town of Mono director of public works and road superintendent, Michael Dunmore, many requests for improvements by the Town of Mono— some dating back more than a decade — have not been addressed in the current scope of work.

Dunmore outlined the plans for the project, which involves just under 20 kilometres of roadwork, in a report to Mono council during its regular meeting on Tuesday (Aug. 23).

Included are pavement rehabilitation, drainage improvements, minor intersection improvements, culvert rehabilitations/replacement, minor electrical work and rehabilitation of the Nottawasaga Bridge.

While the road will mostly remain open to traffic during construction, Dunmore said detours and closures were the main point of discussion at recent meeting with MTO officials.

MTO officials and design consultants met with representatives from Orangeville Fire, Dufferin OPP, as well as Public Works officials from Orangeville, Dufferin County and the Town of Mono on Aug. 4.

The purpose of the meeting was to discuss any community concerns or questions surrounding the project.

Among the concerns raised — as outlined in Dunmore’s report to council — include construction of centre turning lanes from Hockley Road to Hwy. 89, which are not included in the current plans.

Other concerns voiced by town officials involved safety, flow of traffic, as well as a lack of signage and lighting at intersections.

One such request for improvement made by staff in 2004 — to include a turn lane at Sideroad 20 — was met, and the MTO assured some of the other concerns/improvements raised at the meeting would be reviewed before construction begins.

“Mono asked that if these warrants were met in 2004 and installation was just occurring now, then why would warrants for all other intersections not be met today?” wrote Dunmore in a letter to MTO reps shared with council. “The Ministry noted that all intersections have been reviewed separately and this warrant remains and the other intersections have not met warrants.”

At this point, only intersections from Hwy. 9 to Hockley Road are scheduled for upgraded lighting and signage. Additional turning lanes have only been approved in the above-mentioned locations.

Dunmore emphasized in his letter that while the MTO does look at accident counts and death to travelling motorists when considering road improvements, it should also weigh near misses and congestion in their decision-making process to avoid such outcomes.

“The Town of Mono would still like to see centre turning lanes from Hockley Road all the way north to Hwy. 89,” said Dunmore.

“Public works staff cannot be clearer in our belief that near misses of accidents and reality should be enough warrant for the improvements noted,” he said
