For this, the institution is expanding coordination by public agencies in the purchase of standardized goods in the State. According to the OECD, increasing the aggregation of demand in public purchases allows savings of between 15 and 20% in purchases of state goods and services. This allows sectors such as Health - which in 2018 saved 2 million one hundred thousand dollars in purchases - can spend less resources on materials and intermediate services (cleaning materials, electricity, etc.), to focus their spending on the production of public goods that directly benefit citizens. Collaborative purchases in Chile are made with a limited number of organizations - often from the same ministerial unit: Finance, Health, etc. The aggregation of demand is carried out regionally in the corresponding items, promoting the participation of smaller companies and the opening of markets. Dora Ruiz, Director (S) of ChileCompra, especially called on suppliers of the Energy and Electric Power sector to participate in the Centralized Bidding currently open at www, mercadopublico.cl (ID 1060323-1-LR19) that groups the demand for forty and four Health Establishments between Arica and Chiloé, to achieve better prices in the electricity component under a price-free regime as provided in the General Law of Electric Services. In this centralized bidding process, total savings are expected, considering the supply and distribution of electric power, close to 30 million dollars during the period of 6 continuous years. This process is part of the installation of collaborative purchases in the context of the state modernization plan led by the Ministry of Finance and promoted by the ChileCompra Directorate with the support of the Ministry of Health. Among the novelties that are considered in the tender is the possibility that companies in the electricity sector can offer the 12 sub-blocks of electricity supply arranged between Arica and Chiloé, with an aggregate electricity consumption that varies between 8,400 and 18,850 MWh for each sub-block and year of supply, allowing, in this way, the participation of smaller bidders in order to promote competition and obtain better prices for the energy supply of Health Establishments. Likewise, the bidding process allows offering differentiated prices by hourly sections for the same supply sub-block in order to encourage the participation of companies that generate “clean energy”, such as solar energy and wind energy. Another interesting aspect to highlight is the positive payment behavior of the participating hospitals in what is related to the electricity bills, where 93% of these make the payment within the period instructed by the Ministry of Health through Office No. 394 dated January 25, 2019, this is within a period not exceeding 30 calendar days from the date of issuance of the respective invoices. Likewise, the Ministry of Health, through the Undersecretariat of Healthcare Networks, established a single centralized communication channel for payment management, where the awarded suppliers can carry out their consultations and verify the payment status of the services provided. |
