Tenders will be called again in July, to complete a work that was abandoned several months ago. What remains to be done could cost close to $ 200 million. It would be ready in March 2020.
March 2020 is the new promise of completion of the paving work on Sabattini Avenue: the route that connects the E-53 highway with Unquillo. The work is abandoned: the roundabout was made in the access to Unquillo and the drains of that first section, also advanced on the piles of the bridge that crosses a stream and the large movements of soil, but the contract with the company Afema, started in 2011, it was outdated and a decision was made several months ago to rescind.
The Province again ordered Caminos de las Sierras to tender the remaining works. According to the provincial public works minister, Ricardo Sosa, today the costs of the remaining sections could be around 200 million pesos. "The previous contract was outdated because after the floods of 2015 the project was modified and a hydraulic work was incorporated that makes the work more expensive," he explained.
Jorge Alves, chairman of the Caminos de las Sierras directory, recalled that the original tender is for 2011 and after several modifications of the project, it started in 2017, but could not be concluded due to cost variations and the same project design.
"It was very outdated in the values ??and did not reach a price redetermination mechanism, because the project was already very different from the planned one. Between the project and the execution, the 2015 flood occurred and this work is very flooded because it crosses a water course and it is necessary to build a bridge, in addition to drains that contemplate the volumes recorded in that growing ", explained Alves.
The new terms
Currently, Caminos de las Sierras is making the cost calculations to determine the official budget of the work, which is advanced, although it remains to be done close to 50 percent. "The part of Unquillo towards the E-53, the access and the roundabout are made, the bridge has its pillars and only the beams are missing, the great movements of the ground passing the bridge are also made and only lack, with some complexity, make the drains at the height of the banking district. The rest is road work, which is the fastest, "said the official.
The timetable that Caminos de las Sierras estimates is to call the new tender in the first days of July and award in August, provided that the Province has the available cash resources, because this work is financed with resources from the central administration, not with credit or with funds of the own toll, that pay for this year, for case, the extension of the third lane of avenue Circunvalación.
Meanwhile, the Province paid for the complete paving of San Martin Avenue, the main one of Unquillo.
A work with history
When it began, the section that goes from the E-53, at the height of the Estancias del Sur exfrigorífico to the San Martín Avenue, of Unquillo, cost 84 million pesos. They were 3.8 kilometers, with a 44-meter long bridge over the Río Ceballos stream.
Among the cities that connects the E-53, Unquillo was postponed for not having access from the highway. Villa Allende is connected by the avenue Lucchese; Mendiolaza on Tissera Avenue; and Unquillo had been postponed, with the Sabattini Avenue with a dirt road and a ford over the Río Ceballos stream, often barefoot by the passage of the garbage and pruning trucks that carry the loads to the recycling station and transfer that the city has in this way.
