Work Detail A total of forty-four hospitals throughout the country are participating in this Centralized Tender for Energy and Electric Power. For his part, the Undersecretary of Healthcare Networks, Luis Castillo, stressed that this centralized purchase is also part of a series of efficiency spending strategies that we are carrying out in health centers in the country and that only in 2018 allowed to save more than 2 billion and we project 9 billion more by 2019. For this, we have advanced a lot in the health sector, in coordinated purchases to obtain better prices and we are innovating in new areas such as the centralization of the acquisition of electricity supply, taking advantage of the current competitive conditions of this market . Among the novelties that are considered in the tender is the possibility that the companies of the electrical sector can bid to the 12 sub-blocks of power supply arranged between Arica and Chiloé, with an aggregate power consumption that varies between 8,400 and 18,850 MWh for each sub-block and year of supply, allowing, in this way, the participation of smaller suppliers in order to encourage competition and obtain better prices for the energy supply of Health Establishments. Likewise, the tender allows to offer prices differentiated by time frames for the same sub-block of supply in order to encourage the participation of companies generating clean energy, such as solar energy and wind energy. Another interesting aspect to highlight is the positive payment behavior of participating hospitals in relation to electricity bills, where 93% of them pay within the period specified by the Ministry of Health through Letter No. 394 dated January 25, 2019, this is within a period no longer than 30 calendar days from the date of issuance of the respective invoices. Likewise, the Ministry of Health, through the Undersecretariat of Assistance Networks, provided a single centralized communication channel for payment management, where the awarded suppliers can make their inquiries and verify the payment situation of the services provided. This centralized tender is in addition to the pilot experience carried out with nine hospitals in the Biobío Region and the Regional Government at the beginning of 2018, where an annual electric energy exchange of up to 35,700 MWh / year was awarded to the Colbún provider for a period of 6 years and 4 months, obtaining total savings of $ 2,000 million for these institutions. This innovative initiative corresponded to the first centralized purchase made by the ChileCompra Directorate in the framework of the Collaborative Purchase Model. Public purchases distinguish disaggregated purchases and collaborative purchases. Collaborative purchases in Chile are made with a limited number of agencies - often from the same ministerial unit: Finance, Health, etc. The aggregation of demand is always carried out regionally, promoting the participation of smaller companies and the opening of markets. For example, the Undersecretary of Healthcare Networks carried out a coordinated purchase in 2018 with health sector agencies to procure toiletries in a regional manner. The savings reached was 2 million one hundred thousand dollars. The purchase was made by macro-geographical areas that allowed suppliers from different regions to have an opportunity to bid. The proposal of collaborative purchases has the potential to help mitigate the financing problems faced by the Ministry of Health so that it allocates the resources it has to the direct generation of public goods (public health) and not to the purchase of materials.
